office work; and to perform related work as assigned.

line of levels.
To measure distances.
To carry instruments.
To place stakes, markers and monuments as directed.
To clear brush in the line of survey.
To assist inspectors on simple routine projects or at concrete plants.
To conduct routine traffic surveys.
To place and maintain automatic traffic counting devices.

To give routine information to the public at the counter regarding

To inspect complex sidewalk and curbing projects and to supervise
district sidewalk inspection.

restoration of the openings.
To inspect work performed under House Moving and Use of Street
permits for conformity to City Ordinances and regulations.

grading, paving, sewers, sidewalks, etc.
To be in charge of materials inspection.
To act as assistant to the construction engineer in scheduling and
assigning inspectors to projects.
To supervise and train inspectors.
To be in charge of repair and maintenance jobs.
To be in charge of a smaller Public Works section such as sidewalks.
To supervise draftsmen and assist designers in the planning and
layout of working details for general construction plans.
To prepare cost data and complete cost estimates for construction
projects. _
To investigate; unusual conditions as they develop in the planning and
building of streets in order to make proper adjustments during the
normal progress of the work.
Minimum qualifications.

Gentlemen:
On January 9, 1962, the City Council referred to the Technical Com-
mittee for study and recommendation the attached ordinances, C. F.;205434
and C. F. 205435, said ordinances setting up a schedule of educational
requirements for Engineering Aide and Public Works Junior, Assistant and
Senior Technicians. The educational requirements would consist ofla certain
number of credit hours acceptable toward the Basic Engineering Certificate
as given by the University of Minnesota. The Council also asked for a
recommendation as to whether or not the City should pay part of the cost of
an employee taking such extension course in the event that the ordinances
are adopted.
After hearing the report of Mr. Lyon and others relative to the pro-
posed ordinances, and after extensive discussion the committee recommends
the adoption of the ordinances in the belief that the educational require-
ments are reasonable and in the best interests of the City. The recommenda-
tion is made with the understanding that credit also be given for similar
courses at accredited schools other than the University of Minnesota.
With regard to the matter of the City participating financially in
the cost of the said courses, the Committee laid it over for further study.
The Committee felt that at this first meeting they had insufficient facts
upon which to base a judgement and recommendation on such a policy matter
which could have major and far - reaching implications throughout all`City
departments. A report on this item will, therefore, be made later as soon
as possible.

In the meantime, the Committee recommends passage of the ordinances
with the understanding that the question of full or partial subsidy for tuition
and other costs would be discussed at a later date. ,
