WHEREAS, The Commissioner of Parks and Recreation and
Public Buildings has reported, in accordance with
Section 53 of the City Charter, the existence of
an emergency during the period from December 16
to 31, 1961, which rendered necessary the employ..
Trent of certain employees of the Department of
Parks and Recreation and Public Buildings for
more than eight hours per day or forty hours
per week in doing the following work:
Supervision,.operation, maintenance,
care andprotection of public parks
and playgrounds and of their facilities.
And WHEREAS, This emergency arose by reason of the
following facts and circumstances:
Seasonal requirements for protection of
public property and pursuit of depart-
mental activities, such as: Civic
events and municipal sports and play-
ground programs required increased time
and effort of an unforeseen but temporary
nature; breakdown of equipment required
immediate`repai.rs; regular employee on
indefinite sick leave; during the heating
season, the plant for the Zoo and Green-
house must be tended constantly; and
heavy snow over the week -end demanded an
all -out effort to clear and sand boulevards
and pa:I�kways.

THEREFORE, BE IT RESOLVED, That the proper city officers
are hereby authorized to pay the employees -who per-
formed such work in accordance with the provisions AN 5 1967
