Enclosed is a petition in this regard which has been signed in favor of this request by 88.24% of the adjacent property owners. { The property under discussion backs up to a large commercial develop- ment called Eastview Plaza which comprises approximately 12 acres. The construction of apartment houses as herein requested, would pro- vide an excellent buffer strip between the commercial area and the homes to the west. The area directly across the street to the north of these lots and owned by different parties have already been re- zoned by your Honorable Body from "A" to "C" classification. Apart- ment houses are now under construction there. If this request is granted so that apartment houses can be construct- ed, it will, in my opinion, not only create a buffer zone as mentioned above but will in this manner he a proper progression of area develop- ment which will also increase values of surrounding properties. O'Connell City Clerk Building Dear Madam: This is in the matter of the petition of the Bisanz Brothers Realty Company to rezone from "A" to "C" residencd property located on the east side of English Street between Conway Street and Wilson Avenue. The property is described as Lots 2 through 12, Block 8, Eastview Addition No, 4, On November 22, 1961, the Commissioner of Finance reported the petition sufficient with the owners of 14 of a possible 17 (82.3%) tracts of land within the required 100 foot radius having signed the petition. The site is level and at the street grade of English Street. The petitioner proposes to develop the site with four 17 unit 21 story apartment buildings (68 units) with off - street parking accessory thereto. This property has,a frontage of 596.77 feet on English Street and 130 feet on both Conway Street and' Wilson Avenue resulting in an area of 77,584 square feet. , North and across Conway Street is vacant land which fronts on Conway Street, farther north and fronting on E. Third Street are single - family residences; diagonally across the intersection of Conway and English Streets are single - family residences which front on Johnson Parkway; directly west and across English Street is vacant land fronting on Conway Street, unimproved Euclid Street and Wilson Avenue, farther west and fronting on Johnson Parkway are single - family residences. All of the above mentioned residences are substantial in nature some of them having been built recently. South and across,Wilson Avenue is vacant land which fronts on said street and English Street; east and across an , unimproved public alley and approximately 15 feet beloi► the grade of the property under consideration is a recently constructed food market and drug store. The Board of Zoning considered this matter at their regular meeting on Dec- ember 7, 1961, It is the opinion of the Board that the proposed apartment development would be a good buffer between the commercial area to e east and the residentially zoned property to the west.
