In June 2007, Human Resources was asked by Public Works to conduct a job study for a vacant position. A deterruination was made
by HR that the creation of an Energy Coordinator classificaGon was appropriate. Professional Employees Associafion, PEA,
Bargaining Unit 06, was notified that the class of Energy Coordinator was created and they had no objections.
Advaniages 1£Approved:
The Public Works organizarional structure will be properly structured. An individual will be able to perform the duries and
responsibilities of the Energy Coordinator and will be appropriately compansated.
Disadvantages If Approved:
None.
Disadvantages If Not Approved:
Energy Coordinator duties and responsibilities would need to be absorbed by current employees. The cesult would be delays in work
and seivices completed by current employees.

Performs full-performance professional work in directing the City to reduce its overall
energy consumption and reduce the environxnental impact of energy use. Coordinates an
outreach program to promote energy efficiency and awareness among residents and
businesses. Performs related duties as required.
Supervision Received
Works under the general supervision of a division head.
Supervision Exercised
May exercise close technical supervision over contractors, lower-level technicians,
interns, and support staff.
Competencies
• Demonstrates an expert laiowledge of energy and related environmental issues
including energy conservation, renewable energy, a7ternative fuels, and green
house gas and other emissions. Demonstrates an understanding of energy cost,
energy procurement, and ability to apply such lrnowledge to perform quantitative
analysis of energy use and emissions data.
• Demonstrates an ability to identify emerging energy technologies and determine if
implementation is appropriate.
• Demonstrates an ability to identify problems and opportunities which include
reviewing available energy conservation ar renewable altematives, maximizing
energy procurement opporiunities, and identifying efficiency improvement
projects. Demonstrates an ability to apply such lrnowledge to develop programs
which promote energy awareness.
• Demonstrates an ability to identify and recommend legislative changes pertaining
to energy issues.
• Demonstrates an ability to develop a centralized energy tracking mechanism to
monitor the use and cost of electricity, natural gas, and motor vehicle fuels in City
operations and develop a means to track city-wide energy consumption.
• Demonstrates an ability to collect data, prepare year-end energy reports, maintain
recards, and analyze data relating to energy consumption and greenhouse gas
emissions through monitoring, tracking, and benchmarking. Demonstrates an
ability to operate commonly-used office equipment and an understanding of
technological advances for assigned work.
• Demonstrates an expert lrnowledge of energy project design and implementation,
ability to independently prioririze own work, be attentive to detail, and provide
assistance to others. Demonstrates an ability to negotiate and meet deadlines,
define, measure, and evaluate results. Demonstrates an ability to assist all City
Deparhnents in addressing energy issues, identifying efficiency improvement
projects, and performing energy recommissioning audits.
. Demonstrates an ability to effectively communicate in writing, speaking, and
listening. Demonstrates an ability to present data to the public, produce technical
reports and correspondence, and write interpretations that are easily understood
by the intended audience.
• Demonstrates effective public speaking and presentation skills through sharing
information about City energy accomplishments, promoting awazeness of energy
and climate change issues through public educarion materials and awareness
campaigns, and representing the City at State and local government meetings.
Demonstrates an ability to provide tra.ining to internal staff.
• Demonstrates an ability to work with diverse groups including the Xcel Energy,
Saint Paul District Energy, City of Minneapolis, other local governments,
businesses, nonprofit and community orguuzations to explore energy altematives
and other conservation efforts.
. Demonstrates effective work group leadership ability by encouraging individual
participation and creativity, providing motivation and incentives to achieve
maximum interest, and promoting the end result. Demonstrates an ability to be
considerate, tactful, supportive, and impartial. Demonstrates ability to coach
employees, to manage their performance and development, and to eachibit
creativity in problem solving.

additional resources for City initiatives.
• Demonstrates a commitment to continuously improving customer service and an
ability to coordinate complex requests involving individuals or groups.
Requirements
Bachelor's Degree in Electrical or Mechanical Engineering, Natural or Environmental
Science, Business, or related degree, and four years of progressively responsible
experience in energy efficiency or conservation.
Certified Energy Manager or Professional Engineer preferred.
