PYMLVID, that, pursuant to his application therefor,
William C. aowlan, doing business as Knowlants Super "Market, +owner
of the subject premises, hereby is permitted to establish and maintain
a motor vehicle parking lot consisting of 34 parking spaces :at :and
adjacent to the northeast corner of Hague - Avenue and St. Albans Street
on the premises described as Lots 16, 17, and 18, Block 5, Holcombe's
Addition, in the City of Saint Paul, representative of an extension
of the existing motor vehicle parking lot, presently maintained and
operated by said applicant on said Lots 16 and 17, subject to the
following requirements and conditions:to be met and performed by said
applicant- permittee and his successors and assigns:
That the entrances to said parking lot, both on the alley
side and the Hague Avenue side, shall be chained and locked continuously
between the hours of 9:30 p. m. and 7 a. m.; that access to said parking
lot shall be prevented continuously between said hours; that .M8 feet
high screen buffer shall be installed and maintained, at all times, along
the east line of said parking lot; that the use of said parking lot
shall be confined to patrons of said applicant- permitteets super market
designated Knowlan's Super Market, at the southwest corner of said
streets; and that said parking lot shall conform to the plans therefor
submitted by said applicant dated February 1, 1962, and filed herewith.

Dear Madam:
-This is in the matter of the application of Knowlan's Supermarket tol enlarge
an existing parking lot on property located at the northeast corner of Hague
Avenue and St. Albans Street., The property is described as Lots 16 ,17, 18,
Block 5, Holcomb's Addition. The entire site is zoned commercial; the last
parcel, Lot 18, having been rezoned on January 13, 1962, C. F. 205251.
A-portion of the tract is developed with a parking lot and the balance is
vacant. The applicant proposes to enlarge the parking lot from 24 to 34 car

square feet. West and across St.Albans Street is a three -story brick apart-
ment building which fronts on Hague Avenue; to the east are single - family
residences; south and across Hague Avenue are various type residential uses
and a Jehovah Witness church; north and fronting on Selby Avenue is a multi -
type residence, also various commercial uses.
Field investigation discloses no objection to this enlargement. However, the
parking lot should be used only in connection with the applicant's supermarket.

The Board of Zoning considered this matter at their regular meeting on Janu-
ary 18, 1962, and recommend that the parking lot permit.be granted subject to
the following conditions: that entrances to said parking lot, both on the alley
