buildings for construction and location on said premises shall front
on Old Hudson Road and that ecetssary off-street parking facilities in
conjunction therewith shall on U. S. Highway No. 12 upon which said
hereinabove described premi es ,abut, and it is hereby provided that no
building permit for any such improvement of said premises shall be
granted save in accordance with said proposition in reference to the
location of said proposed apartment buildings and said proposed off - street
parking facilities.
Section 3. This ordinance is hereby declared to be an emergency
ordinance rendered necessary for the preservation of the public peace,
health, and safety.
Section li.. This ordinance shall take effect and be in force
upon its passage, approval, and publication.

THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
Section 1. That the Zoning Code, Chapters 60 to 64 inclusive,
of the Saint Paul Legislative Code, pertaining to Use Districts, Height
Districts, ;and rezoning of certain properties in the City of Saint Paul,
as amended, be and the same is hereby further emended so ,as to rezone the
following described property from "A" Residence District to "C:" Residence
District, tb =wit:
That portion of the west one -half of the southwestrquarter
of Section 35., Township 29, Range 22, described as follows:
commencing at the point of intersection of the west line of
said Section 35 with the southerly line of Hudson Road, said
Hudson Road as located across the south i of said Section as
of .August 18, 1920; thence southerly .along said section line
to the northerly line of State Trunk Highway No. 12; thence
easterly along the northerly line of said 'Trunk Highway No.
12 to the easterly line of said west 2 of the southwest
thence northerly along said easterly line-of said west-*--.-
of the southwest I to the southerly line of said Hudson Road;
thence westerly along the southerly line of said Hudson Road
to the point of beginning, except the west 854.55 feet
measured at right angles thereof, also except that part
described as follows: commencing at a point on the northerly

Dear Madam:
This is in the matter of the petition of Manley Jackson to rezone
from "A" to "C" residence property located on the south side of
Old Hudson Road .between Van Dyke and Hazel Avenues extended south-
erly. The description is a miscellaneous one, a copy of which is
attached.
On December 20, 1961, the Commissioner of Finance reported the
petition sufficient with the owners of 4 of a possible 6 (66 2/3%)
tracts of land within the prescribed 100 foot radius having signed
the petition. The property is vacant and at the street grade of
Old Hudson Road adjoining on the north, and lying approximately
8 feet below Highway No. 12 on the south.. The petitioner proposes
to develop the site with three 12 -unit apartment buildings.
North across Old Hudson Road are single- family residences and
vacant land; to the south is Highway # 12 rigbt -of -way; east and
west adjoining is vacant land.
The Board of Zoning reviewed this matter at their regular meeting
on January 4, 1962 and inasmuch as the Preliminary Land Use map
indicates the property to be best suited for multi - family residential
use, recommend the granting of the petition to rezone the above de-
scribed property from "A" to "C" residence.
