WHEREAS, the City Architect has requested the
City Council to hold a public hearing to consider any
complaints about the expense incurred by the City of
Saint Paul in removing a dangerous structure at 178 West
College Avenue, more particularly described as: Except
Southwesterly 281 feet, Lot 4, Block 61, Irvines Enlarge-
ment of Rice and Irvines addition to the town of Saint Paul;
and
WHEREAS, it appears that the last known record
owners of the property are W. 'S. and May W. Morgan, 174
West College Avenue, St. Paul 2, Minnesota and Mrs. Ethel
Merten, 909 Wilson Avenue, St. Paul 6, Minnesota, therefore\
be it
RESOLVED, that the City Council,of the City of
Saint Paul hold a public hearing in the Council Chamber at
10 o'clock A. M. on the T9th day of Februar�, 1962, to con-
sider any complaints about the expense incurred by the City
of Saint Paul and to confirm the amount thereof; be it
FURTHER RESOLVED, that the City Architect notify
by mail the record owners of the property in question at
the last known addresses.

The City Council requested that you prepare a resolution setting a date for
hearing in the matter of confirming the cost to the city in the amount of
$620.31 in connection with wrecking and removal of a condemned building
at 178 W. College Ave., as more fully set out in the attached letter of
the City Architect.

Dear Council Members:
A statement of expense has been filed with the City Clerk on
this date for the purpose of creating a lien on the property known
as'178 West College Avenue, described as Except Southwesterly 28%
feet, Lot 4, Block 61, Irvine's Enlargement of Rice & Irvine's
Addition to Town of St. Paul.
This property is owned by W. S. and May W. Morgan, 174 West Col-
lege Avenue, St. Paul 2, Minnesota and Mrs. Ethel Merten, 909 Wil-
son Avenue, St. Paul 6, Minnesota.
In this matter, the following resolutions were adopted by the City
Council:
C. F. 202516, adopted by the Council June 8, 1961 (published June
10, 1961), set a public hearing at 10 A. M. June 30, 1961.
C. F. 202886, adopted by the Council July 5, 1961 (published July 8,
1961), ordered the wrecking by and at the separate expense and
cost of the owner, occupant, or other person in control thereof.
C. F. 203339, adopted by the Council August 3, 1961 (published
August 5, 1961), directed the Commissioner of Parks And Recrea-
tion And Public Buildings to enter the premises and wreck and
remove the two story frame dwelling thereon, and do any and all
things therein necessary for the protection of life, limb, and ad-
joining property.
C. F. 204064, adopted by the Council September 22, 1961 (published
September 23, 1961), approved the award of the contract for wreck-
ing to Patsy Wrecking Co. for the sum of $578.00 in accordance
with specifications and Informal Bid No. 3066.
C. F. 205758, adopted by the Council January 30, 1962 (published
February 3, 1962), provided that the wrecking expense of $578.00
and expense of the Department of Parks And Recreation And Public
Buildings in connection with the condemnation in the amount of

$42.31, making a total of $620.31 be paid out of Wrecking
Condemned Buildings, 31 G 22, and, in the event said sum
proves collectible from the owner, same is to be credited to
31 G 22.
The building has now been satisfactorily wrecked and a regis-
tered bill mailed to the owners.
We-are requesting that you hold a public hearing with ten
days' notice to consider any complaints about the expenses
incurred and to confirm the amount. The Council resolution
confirming the expense should end with a directive to the
City Clerk to file a statement of expense for the purpose of se-
curing a lien on the property.
