WHEREAS, The outdoor advertising sign industry has begun to reface existing advertising sign
or "bailboard" panels in the City of Saint Paul with new, electronic panels which include new
"digital" technology; and
6 Wf�REAS, Digital technology pernuts billboards to display an electronic image similaz to a
7 color television set. Digital technology also permits the image displayed on the electronic
8 billboard to quickly change from one image to another; and

WHEREAS, A billboazd that has been resurfaced with electronic panels utilizing digital
technology will, or arguably may, substantially expand the impact of that billboard on
surrounding lands and uses; and
WHEREAS, It is therefore necessary, in the interest of public health, welfare and safety, to study
the impact of these new electronic billboards in order to deternrine whether there may be safety
and aesthetic implications created by this new technology and whether an"electronic" billboazd
would be detrimental to the public health, welfare and safety; and
WHEREAS, A planning study is also necessary to determine whether the City's existing zoning
regulations are adequate to regulate billboards utilizing digital technology or whether it is
necessary to adopt new regulations dealing with billboards utilizing digital technology for the
puxposes of protecting the public health, welfare and safety;
WHEREAS, in light of the need to study and consider possible amendments to the Saint Paul
Zoning Code pertaining to billboards utilizing digital technology and the need to preserve the
status quo with respect to such billboards and for the purposes of protecting the general health,
welfare and safety of the public pending the conclusion of a study, the Saint Paul City Council
desires to immediately and temporarily prohibit the issuance of any building pernut or zoning
approval to retrofit any exisfing billboard with digital or electronic panels of any sort until such
time as a study on this matter has been completed and the Council of the City of Saint Paul has
taken action on the recommendations contained therein:
NOW, THEREFORE, BE TT RESOLVED, that under a separate ordinance, the Council of the
City of Saint Pau1 will prohibit the issuance or approval of zoning and building permits to retrofit
any existing billboard with digital or electronic panels of any sort until the expiration of twelve
months as provided in Minn. Stat. § 462.355, Subd. (4), or until such earlier time as the Council
has taken action on the recommendations contained in the study; AND,
BE IT FURTHER RESOLVED, that pending the adoption of the said separate interim ordinance
under Minn. Stat. § 462.355, Subd. (4), the issuance or approval of zoning or building pernuts to
retrofit any existing billboard with digital or electronic panels of any sort which would be
inconsistent with the pending study and any amendments to the City's zoning code is hereby
prohibited as provided under Minn. Stat. § 462355, Subd. (4); AND
45 BE TT FINAL.LY RESOLVED, upon the effective date of the said interim ordinance, the
46 regulatory effect of this resolution shall ternunate with no additional action on the part of this
Council.
