DELANEY Treasurer Re: Cathedral Neighborhood Project No. I The Authority recently received Federal approval of the Neighborhood Planning Application for the Cathedral General Neighborhood Renewal Plan Minn. R -17 (GN). In order to expedite renewal actions to accommodate, among other things, the development of the Technical High School,we are immediately applying for the Cathedral Neighborhood Project No. I. Attached herewith are two certified copies of Resolution No. 62- 6/27 -1 of our Authority in this regard. A Location and Boundary Map is attached also for reference purposes. Although City approval of the boundary and planning costs for this renewal project does not obligate the City to specific public improvements, the approval does imply that the City will provide specific local non -cash grants - in -aid items such as streets and public facilities in accordance with the various elements of the Comprehensive Plan presently being prepared by the Planning Board. All such improvements as determined in the various elements of the Comprehensive Plan and as are deemed necessary and, therefore, designated in the Redevelopment Plan to be prepared which cannot be performed as a part of the assisted Renewal Project Budget, must be completed by the City of Saint Paul. Federal approval of the Plan to be prepared will require confirmation of the willingness of the City to perform such improvements. That it is cognizant of the "conditions that ara imposed in the under- taking and carrying out of urban renewal projects with Federal financial assistance under Title I, including those relating to the relocation of site occupants, to the provision of local grants -in -aid and to the requirement that as a condition to the execution of a contract for a loan or capital grant for an urban renewal project the locality must present to the Housing and Home Finance Administrator a Workable Program, as set forth in Section 101(c) of Title I, for utilizing appropriate public and private resources to eliminate and prevent the development or spread of slums and urban blight; and that it is the sense of this body ,(a) that a feasible method for the relocation of families displaced from the urban renewal area, in conformity with Title I, ` can be prepared, and (b) that local grants- in- aid�can and will be provided in an amount which will be not less than one -third of the Net Project Cost of the Project and which, together with the Federal capital grant, will be generally equal to the difference between Gross Project Cost and the proceeds or value of project land sold, leased, or retained for use in accordance with the urban renewal plan. r 4.
