westerly of Otto Avenue by'grading, curbing and paving; by grading and paving street
and driveway returns; by constructing sidewalks where necessary; by grading and
sodding boulevard and slope areas; by constructing embankments, retaining walls,
culverts, guard rails and by doing all other work which is necessary and incidental
to complete said improvement.

PRELIMINARY ORDER.
WHEREAS, A written proposal for the makjpg_of the following improvement, viz.:
Grading and Paving SHEPARD ROAD from Otto Avenue to approximately 1,500 feet
westerly of Otto Avenue by grading, curbing and paving; by grading and paving street
and driveway returns; by constructing sidewalks where necessary; by grading and

RESOLVED, That the Commissioner-of- Public Works be and is hereby ordered a]
1. To investigate the necessity for, or desirability of, the making of said improver
2. To investigate the nature, extent and estimated cost of said' improvement, and

3. To furnish a plan, profile or sketch of said improvement.
4. To state whether or not said improvement is asked for on the petition of three or more owners.
5. To report upon all of the foregoing matters to the Commissioner of Finance.
