RESOLUTION ACCEPTING CONTAMINATION CLEANUP GRANTS FROM THE DEPARTMENT OF
EMPLOYMENT AND ECONOMIC DEVELOPMENT AND THE METROPOLITAN COUNCIL FOR THE
HOSPITAL LINEN, RICE AND WINIVIPEG, CARLETON PLACE LOFTS, UNITED FAMILY PRACTICE,
AND 430 SOUTH ROBERT STREET SITES
1 WHEREAS, the City Council on May 2, 2007, by Resolution Number 07-387, authorized the Director of
2 the Department of Planning and Economic Development to apply to the Metropolitan Council for grant to
3 remediate the Hospital Linen, Rice and Winnipeg, Carleton Place Lofts, United Family Practice, and 430
4 South Robert Street sites; and
5
6 WHEREAS, the Departrnent of Employment and Economic Development approved Contamination
7 Cleanup grants of $545,000 for the Hospital Linen site, $108,644 for the Rice and Winnipeg site, $50,000
8 far the Carleton Place Lofts site, and $158,625 for the 430 South Robert Street site; and
9
10 WHEREAS, the Metropolitan Council approved Tax Base Revitalization grants of $552,000 for the
11 Hospital Linen site, $18,800 for the Rice and Winnipeg apartments site, $57,700 for the United Family
12 Practice Health Center site; and $27,400 far the 430 South Robert Street site; and

14 WHEREAS, the Mayor, pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does hereby
15 certify that $1,518,169 in funds are available for appropriation in excess of those estimated in the 2007
16 budget and recommends the following changes to the 2007 budget:

SUBJECT: Resolution Accepting Contaminafion Cleanup Grants for Hospital Linen, the
Winnipeg, Carleton Place, United Famity Praetice, and 430 South Robert
DATE: July 20, 2007
On the Cauncil agenda for August l is a resolution accepting contamination cleanup grants
from DEED and the Met Council for five projects. Normally this would be on the Consent
Agenda, but I have asked for it to be For Discussion because two Metropolitan Council Members
— Rick Aguilar and Kirstin Sersland Beach — would like to briefly speak to the City Council to
acknowledge the productive partnership among the City, the State, and the Metropolitan Council.
To give some detail to how productive that partnership has been below is a listing of the almost
$50 million in cleanup grants the City and Port have received firom DEED and the Met Council
since 1995.
