application of Edmar T. Fink for permit to install and operate a 12 -car private
off-street reet parking lot in conjunction with a 12 -unit apartment building, on Lots
and 2-1. Block 16, Midway Heights, on the east side of Tatum St. between NLinne-
haha and Chelton Sts., in accordance with plans of June 21, 1962, and subject to
approval of plans by the Traffic Engineer.

Dear Madam:
This is in the matter of the application of Edmar T. Fink to
install and operate a 12 car private off- street parking lot
on property located on the east side of Tatum Street between
Minnebaba and Cbelton Avenues and described as Lots 20 and 2,
Block 16, Midway Heights. On June 9, 1962, the subject property
was rezoned from "B" to "C" residence district.

The property is presently developed with a non - conforming store
building erected in 1922. The building is divided into two
stores, one vacant and the other is a barber shop. The applicant
proposes to remove the existing structure and develop the site
with a 12 unit apartment building with off- street parking access-
ory thereto. The site has a frontage of 90 feet on Tatum Street and
an average depth of 156.25 feet resulting in an area of approximately
12,640 square feet. The required standards for density.and building
ground coverage are met. The plan meets the•standards for this type
of facility, however the Traffic Engineer has taken another look
at this parking lot arrangement and reports that in his opinion,
the plan is not satisfactory because of the inadequate manuevering
space for the two parking bays immediately adjacent to the proposed
building.
Field investigation discloses no basic objection to the use of this
land for a site for an apartment building and accessory parking lot
as the property was rezoned for this specific purpose.

The Board of Zoning considered this matter at their regular meeting
on June 21, 1962, and recommend approval of the application. However,
the above mentioned report of the Traffic Engineer was received after
the Board of Zoning meeting. N
