WHEREAS, the Twin Cities seven county metropolitan area is allocated New Frcedom funds as a large urban area with a
population geater tLan 200,000. The Metropolitan Council is the recipient for New Freedom funds in the metro area, based on
the govemor's designation; and
WHEREAS, the Metropolitan Council is soliciting projecLS to be funded under New Freedom; and
WHEREAS, the goal of the New Freedom program is to provide additional tools for Americans with disabililies trying to
overcome bazriers in their integration into the work force and their full participarion in sociery. Towazd this goal, Federal
Transit Adminishalion (FI'A) provides financial assistance for Uansportation seiviices to expand the transpor[ation options of
persons with disabilities in all areas of the country – u�anized, small urban, and nual. The program requires coordinarion of
federally assisted prograzns and secvilces in order to make the most efficient use of Federal resources; and
WHEREAS, projects approved for New Frcedom funding will require the submitting agency to provide a local match of at least
twenty percent; and
Wf�REAS, ttus project inwlves the installation and evaluation of Accessible Pedestrian Signals (APS) at existing and �w
signalized 'uitecsections. In November 2005 the US Access Boazd established a draft Public Ri�ts-of-Way Accessibility
Guideline which includes guidelines on when to use APS. Until these guidelines aze adopted by the US Department of Justice
and the US DepartmeM of Transportation (USDO'1� it is up to each public agency's discretion on when to use APS. As a
proactive approach the Depu[ment of Public Works is seeldng fimding for the installation of APS at interseclions justified by
the draft guidelines.
Tf�REFORE, BE IT RESOLVED that the City Council approves that this funding application be subautted to the Mehopolitan
Council for consideration for New Freedom funds.
