Beriveen the City of Saint Yaul and Breaking Free
THIS AGREEMENT, made and entered into this 22n day of January, 2007, by and between the S11 O/
City of Saiut Paul, Minnesota, a municipal coiporation undec the laws of the State of Minnesota,
hereinafter refeaed to as "Provider" or "City", and Breaking Free, hereinafter referred to as
"Breaking Free"
The Provider and Breaking Free, in consideration of the mutual terms and conditions, promises,
covenants, and payments hereinafter set forth, agee as follows:
SECTION 1: Scope of Services.
A. The Provider agrees to provide those services or tasks as described in the attached state gant
proposal and awazd. See Attachment A. The Provider agrees to implement and opeiate the
project in accordance with the terms of tbis agreement and with the terms and conditions of the
grant proposal and award (Attachment A). The Provider agrees to operate the project in a
manner consistent with the city's legal requirements and as described in this agreement. The
Provider agrees to provide informarion necessary to prepaze all reports, including interim and
final reports, required by the grant contract from the Minnesota Department of Public Safery. The
City agrees to provide those services or tasks as described in the attached state grant proposal and
award as indicated and assist Breaking Free as stated in the grant proposal and awazd.
SECTION 2: Time For Completion.
A. The services described in Secrion 1 shall be commenced on or about January l, 2007 and will
be completed in acwrdance with the schedule mutually agreed upon with the Breaking Free but
no later than December 31, 2009.
B. Provider shall not proceed with any task outside the scope of Attachment A without specific
authorization from Brealdng Free.
C.1n the event there are delays caused by actions of Breaking Free or which may be reasonably
requested by the Provider which can change the complerion date, Provider shall request an
extension of 6me for completion of the project. Breaking Free will review the request and may
gant to the Provider such extensions of contract time as may be reasonable.

SECTION 3: Billings and Payment.
A. That for Provider's faithful performance of this Agzeement, Breaking Free hereby agrees to
compensate the Provider in the amounts and according to Attachment A on a reimbursement
basis not to exceed $30,000.00.
B. The above amount of $30,000.00 shall fully compensate the Provider for all costs. No claim
for services and/or costs provided by the Provider not specifically provided for in this Agreement
will be honored by Breaking Free. Total costs for the project to be reimbursed by Breaking Free
shall not exceed $30,000.00.
C. Provider shall submit an itemized invoice to Brealdng Free on a monthly or quarterly basis by
the 20'" day after the montt✓quarter. Upon receipt of the invoice and verification of the charges
by the Project Manager, payment shall be made by Brealdng Free to the Provider within thirty
(30) days.
D. In the event the Provider fails to comply with any terms or conditions of the Agreement or to
provide in any manner the work or services as agreed to berein, Brealdng Free reserves the right
to withhoid any payment untIl Breaking Free is saUsfied that correcrive action has been taken or
completed. This option is in addition to and not in lieu of Brealdng Free's right to termination as
provided in other sections of this Agreement.
SECTION 4: Project Management.
A. Bzeaking Free requires tl�e Provider to assign specific individuals as principal project
members and to assure that the major work and coordination will remain the responsibility of
these individuals during the term of this Agreement. Removal of any principal project member
without replacement by equally qualified individuals or without the prior written approval of
Breaking Free aze gounds for termination of the Ageement by Breaking Free. Provider's

B. Breaking Free has designated Vednita Carter and Joy Friedman as principal project managers
for this Agreement, and the individuals to whom all communications pertaining to the Agreement
shall be addressed. Any requests for budget or other amendments or changes to the Agreement,
and any interpretation or definition of Brealdng Free's policies and decisions pertinent to the
work covered by this Agreement must be zeduced to writing and forwarded to Amy Brown for
final approval and before any changes in spending can occur.

SECTIOlV 5: Responsibilities.
A. Breaking Free and Provider agree to provide each other access to any information from
Breaking Free or Provider documents, staff, and other souices needed by each entity to complete
the work described herein.
SECTION 6: Work Products, Records, Dissemination of Information.
A. For purQoses of this Agreement, the following words and phrases shall have the meanings set
forth in this section, except where the context cleazly indicates that a different meaning is
intended.
Work product shall mean, any report, recommendation, paper, presentation, drawing,
demonstration, or other materials, whether in written, electronic, or other format that results from
Providers services under this Agreement.
Suppor[ing documentation sha11 mean any surveys, questionnaires, notes, reseuch, papers,
analyses, whether written, electronic, or in other form, and other evidences used to generate any
and all work performed and work products generated under this Agreement.
Business records shall mean any books, documents, papers, account records and other evidences,
whether written, electronic, or in other form, belonging to Provider and pertaining to work
pezformed under this Agreement.
B. Provider will make accessible all deliverable work products necessary for Breaking Free to
meet all reporting obligarions to the State of Minnesota Office of Justice Programs as cited in
Attachment A. This secrion does uot override obligations the providec has undez Chapter 13,
Minnesota Statutes (Minnesota Govemment Data Practice Act).
C. Breaking Free agrees not to release, transmit, or other wise disseminate any information
associated with or generated as a result of the work performed under this Agreement without
prior knowledge and written consent of the Provider.
D. In the event of termination, a11 work products, whether finished or unfinished, and supporting
documenta[ion prepazed by Provider under this Ageement shall be delivered by Provider to
Breaking Free by the temvnation date and there shall be no fiuther obligation of Breaking Free to
Provider except for payment of amounts due and owing for any authorized work performed and
expenses incurred to the date and time of termination.
E. Provider agrees to maintain all business records in such a manner as will readily conform to

the terms of tlus Agreement and to make such records available at its office at all reasonable
times during the Ageement period and for six (6) yeazs from the date of the final payment under
the contract for inspection or audit by the City, the State Auditor, or other duly authorized
representative.
F. Provider agrees to abide strictly by Chapter 13, Minnesota Statutes (Minnesota Govemment
Data Practice Act) as well as any other applicable federal, state, and local laws or ordinances, and
all applicable rules, regulations, and standards established by any agency of such govemmental
units which are now or hereafter promulgated insofaz as they relate to the Pioviders performance
of the provisions of this Agreement.
SECTION 7: Equal Opportunity Employment.
A. Breaking Free will not discriminate against any employee or applicant for employment for
work under this Agreement becanse of race, color, religion, sex, age, or nationa] orign and will
take affirmative steps to ensure that applicants are employed and employees aze treated during
employment without regazd to race, color, religion, sex, age or naGonal origin.
This provision shall include, but not be limited to the following: employment, upgrading,
demotion, or transfer; recruitment advertising, layoff or termination; rates of pay or their forms of
compensation; and, selec6on for training, including apprenticeslup.
SECTION 8: Compliance With Applicable Law.
A. Breaking Free agrees to comply with all federal, state, and local laws or ordinances, and all
applicable rules, regulations, and standards established by any agency of such governtnental
units, which aze now or hereafter promulgated insofar as they relate to the Providers performance
of the provisions of this Agreement. It shall be the obligarion of the Provider to apply for, pay
for, and obtain all permits and/or licenses required.
SECTION 9: Independent Contractor.
A. It is agreed by the parties that, at all times and for all purposes within the scope of this
Ageement, the relationship of the Breaking Free to the City is that of independent contractor aad
not that of employee. No statement contained in tlus Agreement shall be construed so as to find
Breaking Free an employee of the City, and Breaking Free shall be entided to none of the rights,
privileges, or benefits of Saint Paul employees.
SECTION 10: Subcontracting.
A. Breaidng Free agees not to enter into any subcontracts for any of the work contemplated

SECTION 11: Hold Harmless
Each pariy will indemnify and hold harmless the other party for actions and representations made by
its own employees, officials, agents and representatives, wluch occur in the performance of the
terms of tlus Agreement of their employment duties and the results thereof to the extent authorized
by law and shall not be responsible for the acts and/or omissions of the other party of that parry's
employees, officiais, agents or representarives and the results thereof. The liability of the parties
shall be limited and govemed by provision of the Minnesota Torts Claim Act, Minnesota Statutes
Chapter 466, et esq., and other applicable law.
SECTION 12. Assignment
A. The Provider and Breaking Free each binds itself and its successors, legal representatives, and
assigns of such other party, with respect to all covenant of this Agreement; and neither Breaking
Free nor the Provider wil] assign or transfer their interest in this Agreement without the cvritten
consent of the other.
SECTION 13. Termination
A. This Agreement will continue in full force and effect unul completion of the project as described
herein unless it is terminated at an eazlier date by either party. Either party to this Ageement may
terminated it by giving no less than thirty (30) days written notice of the intent to terminate to the
other party.
B. With Cause. The City reserves the right to suspend or terminate this Agreement if Breaking Free
violates any of the terms or conditions of this Agreement or does not fulfill, in a timely and proper
manner, its obligations mmder this Agreement as determined by the Ciry. In the event that the City
exercises its right to withhold payment or temunate under this Section, it shall submit written notice
to Breatdng Free specifying the extent of such withholding or iermination under this Seciioa, the
reasons therefore, and the date upon which such withholding or termination becomes effective.
Upon receipt of such notice, Breaking Free shall take all actions necessary to discontinue further
commitments of funds to the extent that they relate to the suspended or terminated portions of this
Agreement.
C. In the event of ternunation, Breaking Free will pay Provider for all service actually, timely, and
faithfully rendered up to the receipt of the notice of ternunation and thereaRer unril the date of
terminafion. 'I'he Provider will deliver all work products and supporting documentation developed
up to the date of termination prior to rendering final payment for service.
SECTION 14: Default by Consultant
In the event Provider fails or neglects to comply with any term or condition of ttils Ageement or to
provide the services as stated herein, Breaking Free shall have the right, after written notice, to cease
payment hereunder. This remedy shall be in addition to any other remedies, including termination,
available to Breaking Free in law or equity. Breaking Free shall be entided to recover reasonable
attomey(s) fees and costs of collection associated with enforcing its rights hereunder.

SECTION 15: Amendment ar Changes to Agreement
A. Brealdng Free or Provider may request changes that would increase, decrease, or otherwise
modify the Scope of Services. Such changes and method of compensation must be authorized in
writing in advance by the Brealang Free.
B. Any alterarions, amendments, deletions, or waivers of the provisions of this Agreement shall be
valid only when reduced to writing and duly signed by the parties.
C. Modifications or additional schedules shall not be construed to adversely affect vested rights or
causes of action which have accrued prior to the effective date of such amendment, modification, or
supplement. The term Athis Agreement as used herein shall be deemed to include any future
amendments, modifications, and additional schedules made in accordance herewith.
SECTION 16. Notices
Except as otherwise stated in this Agreement, any notice or demand to be given under this
Agreement shall be delivered in person or deposited in United States Certified Mail, Retum Receipt
Requested. Any notices or other communications shall be addressed as follows:

SECTION 17. Waiver
Any failure of a party to assert any right under tlus Agreement shall not constitute a waiver or a
termination of that right, this Agreement, or any of this AgreemenPs provisions.
SECTION 18. Survival of Obligation
A. The respective obligations of Breaking Free and Provider under these terms and conditions,
which by their nature would continue beyond the termination, cancellation, or expiration hereof,
sha11 survive termination, cancellation or expiraUon bereof.
B. If a court or govemmental agency with proper jurisdiction determines that this Agreement, or a
provision herein is unlawful, this Agreement or that provision, shall teiminate. If a provision is so
terminated but the parties legally, commercially, and practicably can continue this Agreement
without the ternunated provision the remainder of this Agreement shall continue in effect.

SECTION 19. Interpretarion of Agreement, Venne
A. This Agreement shall be interpreted and construed according to the laws of the State of
Minnesota All litigation related to this Agreement shall be venued in the Provider Court of the
Counry of Ramsey, Second Judicial Provider, State of Minnesota.
SECT'ION 20. Force Majeure
Neither Breaking Free nor the Provider shall be held responsible for performance if its performance
is prevented by acts or events beyond the party's reasonable control including, but not limited to:
severe weather and storms, earthquake or other natural occurrences, strikes and other labor unrest,
power failures elechical power surges or current fluctuations, nuclear or other civil military
emergences, or acts of legislative, judicial, executive, or administrative authorities.
SECTION 21. Entire Agreement
A. It is understood and agreed that Wis entire Agreement supersedes all oral ageements and
negotiations between the parties relaring to the subject matters herein.

Breaking Free has always worked with the St Paul Police Department ' one way or anothez since our
inception. Specific pmjects we have worked on include: The Offen ers Prostitution Project (John
School), this project began in 1999 and the Human Trafficking Project be an in 2004. Other partners of
the Offenders Prostitution Program included members of the benci�, the Saini Paui �iry fiiiomey, t��
Ramsey County Attorney's Office, the Ramsey County Public Defender, Ramsey County Communiry
Corrections, Court Administration, and the Frog Town Community Group. VJe have worked as partners
almost since our existence and will continue to do so.
Ptanning and Development:
Vednita Carter, Execufive Darector of Sreaking Free, along with Joy Friedman, Project Coordinator will
be the primary individuals responsible for launching the "Stop the Demand" program. In the
establishment of the "Stop the Demand" project Breaking Free I met with Chief John Hazrington and
Sgt John Bandemer of the St Paul Police Department, Susan Gartner of the Ramsey County Attorney
Office to discuss the need to focus on the demand issue in the city of St Paul and the need to work
together. VJe are all in agreement about the importance of this project and have committed to work to
the successful conclusion of the "Stop the Demand" project.

Federal fimds for this giant contxact are protrided under the STOP Viol�ce Against A'omen (VAWA) Formula Grant
Program for the pu:pose of developing and strength�ing effedive law enforcement and prosecution strategies and
victim s�vices in cases involving violent crimes ao in� women. State funds for ttus grant contract are provided for
the pu�pbse of providing crime victim services to victims of child abiise, domesflc violence, sexual assault, ancl other
crimes.

2 Grantee's Duties
The Grantee, who is not a state employee, will perfoim the duties in this section for the following gant program(s):
Duties are for developing and implementing more effecflve police, court, and prosecution po&cies, protocols, orders
and services specific�lly devoted to preventing, identifying, and responding to violent erimes against women,
including the erimes of sexual assault a� domestic violence.
2.1 Activuies. Perform and accomplish such pu�poses and activities as are specified herein and in the Crrantee's
applicable grant application which is incorpoiated by refesence into Uils grant co�ract and is on file with the
State, located at 23orth Central Life Tower, 445 Minnesota Street, 5uite 2300, St. Paul, Minnesota 55101.
Grantee shall also comply with all progcam standards as referenced in the applibable 2007 Request for Proposal,

2.2 Reporting Requirement� Grantee sl�all report to the State as specified in the document Reporting Requirements
for Crime Vc&m Services Grantees — Ff07 which is inco:porated by refexence into tlris grant contrad.
(1) Fund ReZarbursemenG Giantee shall submit requestc for reimbursement to the State utiliiing the format
idenrified and.within 30 days after the end of the reporting period. The necessary reporting forms will be
sent to Grantee with the fully executed grant contract.
{2) Nanarive Reporfs. Grantee shall use frnma prescribe3 by the State to submit a semiannual nazrative of
the progress aclrieved towards the accomplishment of the goals and objectives and within 30 days after .
the end of each six-mo�h period.
(3) Statistical Reports. Grantee shall aLso submit a Quarterly Statistical Report of servioes provided in the

4.2 Fiscai Requirements. Giantee shall report to the State as specified in the da.�ument ReportingRequirements for

(1) Financial Guidelines. Grantee shall comply with all policies, procedures; and provisions applicable to
each souc�e of fimding received. Grantce shall comply with the current Financial Guideline Manua[for
Recipients of State and Federnl Funding, Tldrteenth Edition, May 2003 (Financial Guiileline Manua!).
No funds will be disbutsed for activities not identified ia the goals and objectives submitted on the grant
application foims prescribed by the State. No funds &om a specific funding source will be disbursed for
activities that do not meet the requirements of that funding source.
(2) BudgetRevisions Grantee shall submit a written budg� revision request to the State's Authorized
Representative before any expenditure can be made based on the revised budget. S�bmission and
approval of a budget revision is necessary if a) a]ine item will deviate by $200 or 10%, wluchever is
lugher, from the approved budget, or b) a new line item that was not part of the approved budget will be
created.

4.3 Payment
Invoices. The State will prompt�y pay the Grantee after the Grantee presents an itemized invoice for ihe services
actually perfoxmed and the State's Authorized Represcatative accepts ihe im�oiced servicas. Cttantee shalt submit
requests for reimbursement to the State utilizing the format identified aad witivn 30 days after the end of the
reporting period. .Invoices must be submitted timely and according to the following schedule: •

Expenditiues for each state fiscal year of Uris grant conkact must be for services performed within the applicable
state fiscal year. Every state fiscal year begins oa July 1 and euds on June 30.
Upon the Grantee's request, an advance paym�t may be made after gant contract er.ecution; in an amount not to
exceed 30 days of the State's obligation as dexermined necessary by the State, for execution of the Grantee's grant
contract obligations. -
The Grant� agrces to return any imused funds to the $tate unless prior approval for an extension has been granted
by the State's Authorized Representative and an amendment to the grant contract has been duly executed. Unused
funds must be r�umed w the State vrithin 30 days of the Pxpiration date of tbis grant contraet.
4.4 Federal requireraents.
Payments unde.r this grant contract will be made from fedeial funds obtained by the State through the Federai
STOP Violence Against Women Act (VAWA), CFDA number 16.588. The Grantee is respons�le for
compliance with all federal requirements imposed on these funds and accepts full financial responsibIlity for any
requirements imposed by the Grantee's failure to comply with federal requirements.
(1) Supplaxt Grmntee may not use funds received undes this grant comraa to supplant or substitute for other
sources of support.
(2) Audits. The Grantee will comply with the Single Audit Am,endments of 1996 and Office of Manageme�
and Budget Circular A-133. An explauation of the Fedeial Audit Requirements is attached and
incorpoiated and made a part of tt�is grant contract. See Exlubit B.
(3) Drug; free Workplac� If this gant contract involves an award of $25,000.00 or more, Giantee certifies
that it has complied with the pmvisions of the Ihug Free Workplace Act of 1988, P.L. 100-169.

11 Workers' Compensatioa
The Grantce ceitifies that it is in complinnce with Minn. Stat § 176.181, subd. 2, pertaining to workers' compensation
insurance coverage. The Grantee's employees and agents will not be considered State employees. Any clainos that
may azise under the Minnesota Wotkers' Compensation Act on behalf of these employees and any claims made by'
any third pariy as a consequence of any act or omission on the part of these e�ployees are in no way the State's
obligation or responsibiliry.
12 Publicity and Endorsement
12.1 Publicity: Any publicity regarding the subject matter of this grant conuact must identify the State as the
sponsoriag agency and must not be released without prior writte.n approval from the State's Authorized
Representative. For pwposes of this provision, publicity includes notices, informational pamphlets, press

Breaking Free is an Afro-Centric non-profit organization that was launched in October of 1996,
to serve women and girls involved in systems of prostitution. Its headquarters is located in St.
Paul near the Minneapolis/St. Paul border. The agency also runs one satellite outreach center in
Minneapolis, MN at Resource Inc. Breaking Free e�sts to overcome the sexual expioitation of
African-American women and girls, who are disproportionately over represented among
prostituted individuals. Thus the agency is culturally based in the African-American culture,
however, works with diverse populations of prostituted women and girls. Direct services and
community education aze provided by the organization to promote the recognirion of prostitution
as systematic violence against women and gir]s.
The Twin Cities, Minnesota is one of thirteen cities tar¢eted as a high intensitv nrostitution and
traffickin¢ area Prostitution and h occurs in Minnesota. The state's lazgest federal
prostitution ring bust occurred in August 1999, when 17 individuals of the Evans organized
crune family were indicted. Over 50 victims were trafficked to 24 states and 3 Canadian
provinces. The Twin Cities is one of thirteen cities targeted as a high intensity trafficking area
by the 2003 Innocence Lost Nationai initiative to increase law enforcement investigation of child
prostitution. From 1996 to the present Breaking Free provided case management services to
3,855 women/girls, reached 20,967 women and girls through street outreach and 972 men
through its John school. Its youth program served 84 minors and enrolled 38 in case
management services. Breaking Free offers support and educational groups at a variety of
locations, including the Resource Recovery Center, Plymouth Workhouse and Hennepin County
Jaii. A total of 1,320 (unduplicated) women attended these groups. The Sisters of Survival
group held at Breaking Free main office, graduated 489 women during this time period.

Following is an overview of last ten yeaz accomplishments and each programs and its objective:
Women's Program: This gateway program is for women in a state of eactreme crisis. After an
initial intake assessment, a comprehensive plan is established and enacted. Sisters of Survival:
This is a 12 week intensive educational group that examines prostitution as a slave-based system.
Journey to Success: This leadership and self-esteem program centers around the discussion of
relationship issues, building self-esteem, money management, and health care. Building Strong
Families: This group meets twice monthly to deal with family issues. They understand and
effectively deal with the impact of prostitution on other family members. Chemical Health:
This program provides relapse chemical dependency and prevenfion services, this program is ran
out of the satellite office in Minneapolis RESOURCE. Health Program: This program provides
HIV/STI preven6on information and street outreach services. Youth Program: This program is
designed to meet the needs of girls beriveen the ages of 14 and IS years old. Transitional
Housing Program: Hope House teaches women the basic skills required to live independently.
Intensive case management services assist women to develop skills for life. Permanent Housing
Program: "The Village Place" is a 17 unit apartment building where single women and women
with children can reside for as long as they desire. John School: John School addresses the
demand side of the supply-demand equation by recognizing that customers play an essential role
in perpetuating prosfitution. Rescue and Restore: This program is to idenrify victims of
intemational trafficking and assist them in their restoration.

PROJECT OVERVIEW, SYSTEMS CFIANGES, AND PROBLEMS
Problems
Breaking Free understands prostitution as a vicious cycle of violence, incarceration and
addiction. We understand how repeated experiences of violence undermine a girl's and women's
capacities to avoid fiuther victimization and how prostitution distorts the lives of those
prostituted. At Breaking Free we understand that little girls don't wake up one day and say
"when I grow up I want to be a prostitute ". The average age of entry into prostitution in our
country is thirteen yeazs old, Breaking Free youngest client is twelve years old.
There is an increase in the numbers of prostituted women and children. Now more than ever
before, women and children aze being prostituted. There aze a variety of reasons for the dramatic
increases we are seeing. Some of the reasons for these increases include: economic conditions,
substance abuse, sexual slavery, debt bondage, child sexual abuse and human trafficking.
In Minnesota it is estimated that there is between 8 and 12 thousand pros6tuted individuals.
There is a disproportionate arrest of prostituted women as compared to men arrested for
soliciting women for sexual services. Statistics have clearly shown that women who are arrested
for prostitution, faz and away surpasses that of inen who aze arrested, either "johns" (men who
pay for the sexual services of a woman or child), or "pimps" (men who control and/or "own" a
prostituted woman or child and sells, for a profit, the sexual service of that individual}. During
the last year Breaking Free conducted an antidotal study of program participants to fmd out who
their first sexual encounter was with while in prostitution. It was unanimous that over 80% of 76
participants stated that their first sexual encounter was with a john/trick. It was also determined
that for every one prostituted womenJgirl she must provide sexual services for 4 to 8 solicitors
(` johns") per day. This is cleazly an issue of supply and demand, from Apri12005 to the present
in the city of St. Paul theu have been 0 arrest of inen solici6ng women for prostitution and
twenty two arrest of women.
It is also understood by our state legislators that sexual exploitation and prostitution is an issue in
MN. Last year the state legislature funded the Safe Hazbor for Sexually Exploited Youth project
called SHl'PS with a grant to Ramsey County. This project must develop a victim services
model to address the needs of sexually exploited youth. This includes the development and
implementation of a statewide model protocol for intervention and response. Breaking Free staff
have been involved in this project from the very beginning and will continue to do so.
There is also a problem with intemational Trafficking in the state of MN. The St. Paul Police
Department and Breaking Free received fixnding to address international victims of sex
trafficking. Breaking Free is working with the police deparhnent on this project as well.
Project Overview
Breaking Free plans to create the "Stop the Demand" program to create permanent changes in
law enforcemenYs and the courYs response to violence against women and will also bring
greater awazeness of the demand side of the issue to the community at lazge. Breaking Free
believes the key strategy is to focus on the "john's" to reduce the demand for sexual services and
thus decrease the number of prosrituted women and children in the City of St. Paui and to assure
that johns aze held more accountable for their behavior_
The "Stop the Demand Program " goals will include:
GOAL 1: To form a multidimensional task force that will meet quarterly. The key
players on this task force will include the St. Paul Police Department and a representative
from the Ramsey County Attorney Office, St. Paul City Attomey Office. Other players will
include; community Block Clubs, ACORN and survivors of prostitution. The
responsibility of this task force is to meet quarterly and discuss and update one another on
what is happening regarding the demand side of prostitution. Members of this task force
will hold each other accountable for their roles in this project.
GOAL 2: The Stop the Demand program would work with prosecutors and the court
system to enact policies and procedures that would place an equal amount of responsibility
(prosecution) on the "johns" who solicit prostitution services. The St. Paul City Attorney
Office will follow through in chazging men accordingly who solicit prostituted women and
girls. This goal is a natural extension of our goal to focus on, target and arrest "johns".
GOAL 3: Provide Prostitution 101 Basic Educational Training on the dynamics of
prostitution to both law enforcement the court system and prosecutors. Educational
Training on prosritution related issues will assist this population to better understand the
underlying problems connected with prostitution. They will be able to view prostitution as
more then just a street crime but as violence against women children perpetrated by men
who buy them.
GOAL 4: At the end of the project the task force will create a community awazeness
campaign by way of posters, bill boazds, brochures, etc., that will focus on the demand side
of prostitution. A press conference will be held to announce the work that has been done in
collaboration with all partners of the taskforce.
GOAL 5: Breaking Free will attend the Safe Harbor for Sexually Exploited Youth
(SITYPS) meeting to provide consultation and direction in developing a victim services
model to address the needs of sexually exploited youch. This includes the development and
implementation of a statewide model protocol for intervention and response. Information
gathered at this meeting will assist the Stop the Demand taskforce in thinking of the need
for a protocol or if some similar format is needed for adult prostituted women in the city of
St. Paul.
In implementing these goals Breaking Free, working in tandem with our collaborative partners,
will take an active role in the creation of a system that will create permanent improvements in
law enforcemenYs and the court system's response to violence against women. Also, through
these actions, the victimization and re-victimization of prostituted women and children will be
legally defined as violence against women and children.

Systems Change
Without the demand for sexual services, pimps could not force women and children into
prostitution and women would seek altemative ways of providing for themselves and their
families. This would cut down on use of drugs and other controlled substances by women;
eliminate the need to steal in order to facilitate theu habits; reduce the need to carry concealed
weapons for their safety while on the street; and, eliminate health issues associated with
prosriturion
The demand for prostituted women and children will be reduced. Men who solicit women and
girls will be chatged accordingly.
The community will gain a new outlook on the demand side of the issue through the awazeness
campaign and therefore put more energy into ending their ending the demand and less effort into
revictimizing the women and girl.
Educational trainings to Law Enforcement will create sensitivity and understanding about the
realities of prostitution and the hazm caused to prostituted women and girls and the role the
demand (johns) plays in creating this hann.
The Stop the Demand program would start to increase awazeness among law enforcement, the
court system, prosecutors, victims, perpetrators, and the general community, that domestic
prostituGon is a problem and is violence against women and children and actions are being put
into place to leave more emphasis on our local community problems.
Arrest will be more proportionate between women and men who solicit for sex services in St.
Paul.

EVALUATIONPLAN
All of us at Breaking Free are deeply concerned about the women who are prostituted in our
communities. We recognize the necessity to reduce the number of women in prostitu6on, the
need to implement change and improve laws regazding the disparity of charges applicable to
women in prostitution versus the men who solicit their services, and how pmstitution perpetrates
criminal activities. We want women and children in our communities to begin, once again, or
even for the first time, to live healthy, productive and safe lives. We have made a commitment
to reach this goal and have set up the following evaluation tools to ensure that we aze on the right
track. Our success will be measured by the inroads that are made in controlling and containing
prostitution in our community.
Grant Reporting Requirements: Breaking Free and its partners will fully comply with all
report requirements of the Minnesota Department of Public Safety, the Violence Against Women
Act (VAWA), the S.T.O.P. Program and others. These reports will be used as evaluation
measuring tools to be sure that the program is on target.
Arrest Records: Arrest records provided by ow collaborative partner, the St. Paul Police
Department will be used to access numbers of arrests of prostituted women and children, as well
as the nuxnber of "johns" arrested during a designated period.
Prosecution Records: Prosecution data provided by our collaborative partner, the Ramsey
County Attorney, will indicate information regatding prosecution of women, children and
"johns" arrested in the City of St. Paul and the status of each incident. Reports will compile
information on whether an offender was prosecuted, the reasons for the prosecution (andlor lack
of prosecution), and the end result of each prosecufion. This will enable Breaking Free to
evaluate if "johns" aze being chazged in equal proportion to prostituted women and children.
"John" School Records: Breaking Free "John" school records will be developed and
maintained. Records will be evaluated quarterly to assess the number of "johns" who are court
ordered to participate in the Breaking Free "John" school.
Training Programs: The effectiveness of training programs developed and implemented by
Breaking Free staff will be evaluated through pre and post questionnaires completed by the
program participants. The project plan is to provide semi-annual tzaining to members of the St.
Paul Police Department and the Ramsey County Attomeys office on "Prostitution 101" and
Prostitution Diversity.
SITYIP Attendance: Attendance at, and participation in, Safe Harbors Youth Intervention
Project meetings will be compiled and accessed. Participation in SITYIP will allow us access to
other programs and services that will tie into, benefit, and enhance the programs and services we
will be able to make available to the young women with whom we work.
It is our belief that by analyzing the information gathered from these evaluation tools we will be
able to deternune the impact that our efforts will have on program participants and our
collaborative members.

SUSTAINABILITYPLAN
Breaking Free Incorporated maintains the capacity and commitment to continue Breaking Free
prograzns. In its ten yeazs of operation, Breaking Free has demonstrated its ability to be resilient
in accessing necessary funding to provide education and supportive services.
Breaking Free will continue to solicit funding to continue tivs project through the Women's
Foundation of MN and other foundations/funding sources that provide funding for social justice
issues.
The Stop the Demand Project will become totatly self-sustaining through an existing agreement
between Ramsey County Human Services Deparnuent and Breaking Free. Under this agreement
fines paid by customers (johns) of sexual services aze forwarded to Breaking Free. As the arrests
of John's increases through this proposed program, this income stream will grow proportionally
to the number of arrests and fines levied. Three yeazs ago, during the first yeaz of the agreement,
Breaking Free received $76,000 from fines levied. After Sergeant Jerry Vick was killed in the
line of duty, the arrests of "johns" decline precipitously. This year Breaking Free received only $
450.
Initial funding for the Stop the Demand Project through VAWA will permit Breaking Free to: (1)
re-establish a pro-active program of training law enforcement and court system personnel, (2)
increase community awazeness that prostitution is violence against women and guls through a
comprehensive outreach and education program, and (3) attend and acrively participate in the
Safe Harbors Youth Intervention Project (SITYIP). Also, through the Stop The Demand Project,
(4) the Saint Paul Police Department will receive funds to dramatically increase the number of
"john sweeps, arrests and convictions. Thus resulting in a greater number of fines levied, which
are earmarked to continue the STD project and make it completely sustainable
