Dear Madam:
This is in the matter of the application of the Chapman Development and
Realty Co. Inc. for a permit for parking facilities for 38 car spaces on
property located on the north side of Ford Parkway between Kenneth and
Howell Streets. The property is described as Lots 9 and 10, Lanes High-
land Park,-vacated Prior Avenue, Byrnes Rearr. Lots 30 and 29 'and the
east 19.38 feet of Lot 28. The west 90 feet of the site is zoned commer-
cial and the east 110 feet is zoned "C" residence.
The site is presently vacant and the applicant proposes to develop it
with a 25 unit, seven -story luxury apartment building with off- street
parking for 38 cars. 18 of the parking spaces will be in a garage on
the lower level of the proposed apartment building and the other 20 spaces
will be provided as open -air off - street parking. The property under con-
sideration has a frontage of 200 feet on Ford Parkway and extends to a
depth of 125 feet, resulting in an area of 25,000 square feet.
East and adjoining is a tbree -story apartment buiULng; south and across
Ford Parkway is the Highland Park Branch Library; west and adjoining
are vacant commercially zoned lots proposed to be developed with a two -
story retail store and office building; north and across an unimproved
public alley are very substantial single - family residences which front
on Pinehurst Avenue.
The Traffic Engineer has approved the plan which meets the standards
for this type of facility. The plan indicates that the entrances to the
parking lot will be off Ford Parkway. The proposed development meets
the required standards for density and building ground coverage. Field
investigation discloses no basic objection to the proposal as the parking
ratio is 1i to 1. The height of the proposed building meets the require-
ments of the Height District limitations and has been approved by the
City Architect's office.
In consideration of the above factors, the Board of Zoning recommends
the granting of the application for parking facilities for 38 car spaces
on the above described property in accordance with plans approved May 17,
1962.
