WHEREAS, the American Public Works Association,
through its Research Foundation, is sponsoring a research
project entitled, "Snow Removal and Ice Control in Urban
Areas" which project will be conducted through joint efforts
and research on the pact of said Association and several
cities in diverse localities having a- population in excess
of 100,000 people; and
WHEREAS, said Association is desirous of including
the City of Saint Paul among those participating cities; and
WHEREAS, since to finance the research project
will entail costs and expenditures, said Association has
requested a pledge from the City in the amount of One Thousand
($1,000.00) Dollars, which expenditure is regarded as necessary,
useful and proper by the Council of said City; and
,;� WHEREAS, the expenditure aforesaid, if made, should
be charged to the General Office Expense Fund of the Depart-
ment of Public Works (Fund No. 10 -A2),
NOW, THEREFORE, BE IT
RESOLVED, that the Council of the City of Saint
Paul approves the participation of said City and its Depart-
ment of Public Works in the "Snow Removal and Ice Control in
Urban Areas" Project of the Research Foundation of the
American Public Works Association, since said project and
the participation therein of this City and its Department
of Public Works is of good value to this community and
participation therein - constitutes a proper cause for ex-
penditure of public funds; and
•RESOLVED, FURTHER, that the expenditure of One
Thousand ($1,000.00) Dollars is authorized and approved and
is to be made from the General Office Expense Fund of the
r Department of Public Works '(Fund No. 10 -A4; and

RESOLVED, FURTHER, that the Commissioner of
Public Works be and he hereby is authorized to pledge the
sum-aforesaid to the American Public Works Association as
and for financing said Research Project, provided, that
said pledge be made as aforesaid but conditioned upon
participation in said project by additional and other cities
of size and population comparable to this community, and,
Provided further, that while said pledge is authorized, that
no funds be forwarded or expended unless and until the afore-
said condition shall have been met; and
RESOLVED, FURTHER, that the decision to provide
funds based on the aforesaid pledge shall be the decision
of the City Comptroller and the Commissioner of Public
Works.
