O'Connell City Clerk B uklding Dear Madam: August 15, 1962 0 This is in the matter of the St. Paul Housing and Redevelopment Authority's 1) appeal to relax the off - street parking ratio of one off - street parking space for each dwelling unit to one off- street parking space for approximately three dwelling units, 2) appeal to relax the density requirement of Section 60.24 of the Legislative Zoning Code, and 3) application for a permit for a,50,Qar off- street,parking lot on property located,on the east side of Kent Street between St.Anthony and Central Avenues and described as Lots 9 thru 22, Block 12, Mackubin & Marshall's Addition. The tract was rezoned to "C" residence on July 29,•1961. This parcel is the site of the Hollow playground. It is proposed to develop it with a 13 story hi -rise apartment building having a total off, 42 for senior citizen public housing. The site has a frontage on both St. Anthony and Central Avenues of 278 feet and 264.5 feet on the east side of Kent Street, resulting in an area of approximate sliy�7Q�� 3 g1 --- feet. It is proposed to provide parking space for 50 cars at a ratio_of_an Xoxjmatel_ one space for —� three units rather o e s ace for ea h nit as re aired bX the Zon ng Code which requires Council approval. In order to construct a building with the n umber of un is°-p'iropbtVd ft— s necessary to secure Council approval as Chapter 60.24 of the Zoning Code requires 1,000 square feet of lot area per unit. The adjacent and surrounding area land uses are predominantly single and two - family residences except for the property to the south which is the right -of -way of the proposed freeway. The proposed building ground coverage is 8.6%; the recommended building ground coverage for this type of develop- ment is 17°,x.. The proposed density is 143 units, the recommended allowable density would be 148 units for the site. The Traffic Engineer has approved the parking lot plans which meet the standards for this type of facility. The Board of Zoning considered this matter at their regular meeting on June 21, 1962 and while they recommend the granting of the appeal to relax the density requirements, they are of the opinion that the parking should be provided at a ratio of one space for two units with a parking lot of a minimum capacity of 72 off- street parking spaces.
