O'Connell City Clerk �s CBuilding " Dear Madam: This is in the matter of the St. Paul Housing and Redevelopment Authority's 1) appeal to relax the off- street parking requirement ratio of one,off- street parking space for each dwelling unit to one off- street parking space for three units, and 2) appeal to relax the density requirement of Chapter 60.24 of the Zoning Code, and 3) application for 'a permit for a 46 car private off- ,street parking lot in conjhnction with a proposed X139 unit apartment building for senior citizen public housing to be erected on property located on the north side of Laurel Avenue between Virginia and Farrington Streets. The pro- perty is described as Lots 3 thru 10 south 19 feet of Lot 11, Block 76, paten--& -I n-j-- This is one of several tracts in the area rezoned to "C11 residence July 29, 1961. The property is now being cleared of the abandoned Neill school and it is proposed to develop it with a seven- story, 139 unit hi -rise apartment-build- ing; 72 of these units will be one - bedroom type and the remainder will be- efficiency type. The site has a frontage of 284 feet on Laurel Avenue, 259 feet on Virginia Street and 240 feet on Farrington Street rebniting in an area of approximately 70,858 square feet, or 1.63 acres,, Chapter 60.23 of the Zoning Code requires one parking space per unit, and it necessar o secure ounc a axation to a ra o o on pace f r three unit_s,_6—r4t car spaces. Chapter 60.24 of the Zoriin Code. re u res 1 000 s uare feet per un and if—is necessary_ to secure Copncil,approval to relax this density require- ment to permit the 139 units proposed. ._ The proposed development will have a building ground coverage of 13,868 square feet and covers-19.5% of the site. The recommended allowable building ground coverage for a development of this kind is 207,. The proposed density of 139 units will exceed the recommended allowable density of 119 units by 20 units. The surrounding area uses are predominantly multi- residential except for an occasion single or two - family dwelling or semi- public use. The Traffic Engineer has reviewed the approves the parking lot plan which meets the standards for this type of facility. The Board of Zoning considered this matter at their regular meeting and recommend granting the appeals as outlined and also the granting-'-f a permit for a 46 car private off- street parking lot in accordance w3---- �s approved August 2, 1962. Gentleman: St Paul Minn Aug 14 th 1962 We are opposed to relaxing the off Street Requirements for Parking now in force - -at the request of the St Paul Housing and Redevelopment Authority - -for their high rise building - -on Farringtono- Laurel -and Virginia Sts. Their is a shortage of parking at present in this area , in part caused by restrictions limiting parking to one side of the street. We believe that before any action is taken on this matter a through study of the parking problem should be made by the Traffic Engineer of this City and a report made to the council.
