We believe in the democratic process of letting all the affected parties voice their wishes. After securing all the information avail- able through Mr. H. Thomas in your office', we requested each property owner in the block to sign a petition putting themselves on record as to what their wishes are. These petitions are enclosed and contain the premises on which they were signed. Summary of the petitions: Owners Front feet % of cost on alley_ AGAINST 11 679.8 58.87% FOR 7 335 29.01% Refused to sign 1 100 8.66% Could not reach 1 40 3.46a 1,154.8 100.00 It seems grossly unfair to us to have such a minority of owners of less than 30% of the land to commit all of us to these assessments. Owners of over twice that amount of property do not wish to have the work done. In addition, if you look over the alley it can readily be observed that those proposing the expense be incurred have done little or nothing to keep up the alley now there. We feel the city has been required to spend time aid money on this project which never should have been done. Also, if the assessment is made it will be an extreme hardship on many, especially those who have been required to pay :for the East Third Street improvement within the last few months.
