O'Connell August 7, 1962 This is in the matter.of the Grandview Corporation's 1) application for a permit for an 18 car private off- street parking lot in conjfinction with a proposed 18 unit apartment building on property located on the east side of Edgcumbe Road between St. Paul and Morgan Avenues and described as Lots 11, 12, 13, Block 3, Granpgrt Addition and the west one -half of the vacated alley adjoining said lots, and 2) appeal to waive the required 8 foot buffer for parking lots on the northerly 75.5 feet at the east property line, and 3) appeal to establish a 6.23 foot set back from St. Paul Avenue by relaxing the required 14 foot set back. On December 24, 1960, this property was rezoned from "A" to "C" residence, (C.F. 199512). The subject property is vacant and it is proposed to develop it as above indicated. The property has a frontage of 130.98 feet on Edg- cumbe Road and 138 feet on both St. Paul and Morgan Avenues. The total area of the tract is 18,078 square feet. Because of the frontage on three streets, set backs are required from each street. Therefore, in order to develop it to its capacity, it is necessary to secure the variances as indicated. A portion of the parking for the pro- posed apartment building will be along the east property line and adjacent to the parking lot of an apartment building under construction. It is for this portion that the appeal is made to relax the 8 foot buffer. The owner of the adjacent property has indicated that be does not object to the requested re- laxation if a 5J foot decorative fence is provided and the applicant's plan provides for said fence. The building line on 8t. Paul Avenue has been estab- lished as 14 feet. Due to a jog in the property line on St. Paul Avenue, the property under consideration is 7.77 feet less in depth than the adjoining property to the east. With a building line of 6.23 feet, the subject structure will align with the building under construction. However, it should be pointed out that 6.23 feet is a very minimal set back and the City Architect has in- dicated that this dimension should be increased. To the east and adjoining is anew multiple family structure now under con- struction; south across St. Paul Avenue is a new fire station; across Edgcumbe Road to the west are single and two - family residences and across Morgan Avenue to the north are single- family residences. The Traffic Engineer has approved the plans which meet the standards for this type of facility contingent on the approval of the requested variances. Field investigation discloses no basic objection as the property was rezoned for this purpose. The proposed development meets the required standards for den- sity and building ground coverage. i Grandview Corporation Page 2 In consideration of the above factors, the Board of Zoning recommends the granting of the application for an 18 car private off - street parking lot and the granting of the appeals as above outlined, all in accordance with plans dated July 24, 1962, Sincerely, H. Gray, residing at 1625 Hillcrest, said city, appeal is made pursuant to Section 6+.03 (Paragraph I) St. Paul Legislative Code from that portion of Section 60.23, ,5 (D) requiring minimum setbacks. Grandview Corporation and Allen L. Gray are the owners of the following described property in Saint Paul, Ramsey County, Minnesota: Lots 11, 12 and 13 and the vacated alley adjacent thereto, Block 3, Granport Addition, which property is also described by street locati6n as 2500 Edgcumbe Road and is located on the east side of Edgcumbe Road between Morgan Avenue and St. Paul Avenue. The property now is unimproved. The proposed use is a two and one -half story apartment building consisting of eighteen (18) rental units. This appeal is for the relaxation of the standards set out in the Saint Paul Legislative Code: 1. Relaxation of the requirement for a 24 foot setback on Morgan Avenue and permitting a 12 foot setback which would confor to the setback used by the owners of the property immediately to the east of subject property; 2.
