7 WHEREAS, the licensee did not respond to the Notice of Intent to Suspend License to contest the
8 allegations or pay the license and late fees and submit the requested information; and

10 'WIIEREAS, the Notice of Intent to Suspend License stated that if the licensee failed to contest the
11 allegations or pay the license and late fees and submit the requested information by January 9, 2007, that
12 the matter would be placed on the consent agenda to impose the recommended penalty; now, therefore,
13 be it

15 RESOLVED, that the Second Hand Dealer (Antiques) license held by Richard G. Lefebvre d/b/a
16 Anriques of Quality is hereby suspended.

Quality for the premises located at 918 Raymond Avenue in Saint Paul

Dear Mr. Lefebvre:
The Office of License, Inspections and Environmental Protecfion has recoxnmended
suspension of the Second Hand Dealer (Antiques) license held by Richazd G. Lefebvre d/b/a
Antiques of Quality for the premises located at 918 Raymond Avenue in Saint Paul. The basis
for the recommendation is as follows:
On May 12, 2006, you were sent an invoice from the Offine of License,
Inspections and Environmental Protection (LIEP) to pay your Second Hand -
Dealer (Antiques) license and late fees of $87.00 due back on March 12, 2006.
Payment was due upon receipt of the invoice, but as of today's date that
payment has not been received.
You were asked to submit location information of where business records
will be kept/maintained and proposed hours of operation. As of today's date,
the informafion requested has not been snbmitted.
The Office of LIEP tried several times to contact you. On May 19, 2006, yon
contacted the LIEP to say you were no longer in business and using the space
as personal storage. On December 13, 2006, another message was left on
your home phone and cell phone that they required license cancellafions in
writing. As of today's date that information has not been received.

At this time, you have three options on how to proceed:

You can pay the license and late fees and submit the infoxmation requested. If this is
your choice, please send the payment and information to the Office of License,
Inspections and Environmental Protection, at 8 Fourth Street East, Suite 200, St. Paul,
Minnesota 55101-1002 no later than Tuesday, January 9, 2007. Informafion should be
directed to the attention of Christine Rozek. A self-addressed envelope is enclosed for
your convenience. Payment of the license and late fees and submission of the requested
information will be considered to be a waiver of the hearing to which you aze entitled.
2. If you wish to have a public hearing before fhe Saint Paul City Council, you will need to
send me a letter with a statement adinittiug the facts and requesting a public hearing. VJe
will need to receive your letter by Tuesday, January 9, 2007. The maiter will then be
scheduled before the City Council for a public hearing to deternrine whether to suspend
your license. You will have an opporhxnity to appear before the Council and make a
statement on your own behalf:
If you no longer wish to do business in the City of Saint Paul, you will need to send a
written statement to that effect to the Office of License, In§pections and Environmental
Protecfion, 8 Fourth Street East, Suite 200, St. Paul, Miunesota 55101-1002 no later than
Tuesday, January 9, 2007. Information should be directed to the attention of Christine
Rozek.
If you have not contacted me by that date, I will assume that you do not contest the
suspension of your license.
