The St. Paul Police Department and AMICUS, Inc. enter into an official Memorandum of
Understanding (MOU) with one another per the follow
THE PARTNERS
The St. Paul Police Department (SPPD) - The nearly 60o peace officers and 205
support staff of the SPPD reflect the diversity of the community they serve. The SPPD
recognizes the importance of addressing racial disparity and views the issue as a matter of
public trust. The SPPD has as an objective the design and implementation of action
research to improve the racial fairness of police stops and more generally to reduce racial
disparity in Minnesota criminal justice system. The SPPD has taken an aggressive
position to gain an understanding of racial profiling concerns through continued
collection and analysis of traffic stop data. The SPPD also voluntarily engaged with
community groups to forge an historic agreement to increase the level of transparency in
police-community relations and provide immediate information and resources for
persons who desire to express concerns about their treatment by the police and lodge a
formal complaint. While these steps have been heipful and important in addressing
concerns of people of color, the SPPD efforts to date have focused more on reviewing
evidence of disparity rather than solving the related problems.
AMICUS, Inc. (AI) - AMICUS is a Minnesota non-profit 5o1(c} (3} organization with 39
years of experience in building positive and constructive relationships between inmates
and ex-offenders and their communities. AMICUS formed a relationship with the
Minneapolis Urban League in 1995 to address the changing needs of incarcerated and
post-release African Americans. The Men of Rafiki program is the result of that
partnership. Sisters Helping Sisters began offering services in i997 to African-American
women offenders. In 2006 AMICUS embarked on an expanded vision as a center of
excellence for consultation and advocacy to individuals, groups and organizations
interested in working in partnerships to design model programs, that reflect best
practices and policies that are research and outcome-based.
Brief History of this Collaborative Relationship
In the fall of 2006 SPPD, approached AMICUS requesting assistance with the planning
and implementation of a project intended to study racially biased policing. AMICUS, as
part of its emerging role as a center for criminal justice training, program development
evaluation and consultation; concluded such a cooperative endeavor was consistent with

its mission. AMICUS and SPPD approached the Minnesota Department of Public Safety,
herein after known as MN-DPS, with a funding request for a planning project to enhance
police-community relations and address concerns about racial bias in policing.
MN-DPS agreed to fund a planning initiative to design an experimental intervention with
qualitative and quantitative evaluation that offers a strength-based approach to cultural
and behavioral change within the policing environment.
The parties to the MOU have developed and agreed to the following:
I. Purpose and Scoue The purpose and scope of work of this partnership is to a plan an
action research project to address racial fairness in policing.
II. Roles and Responsibilities
a. The SPPD will:
i. Serve as the host and research site
ii. Assign a participant to the AMICUS led project team for the duration of
the project;
iii. Assign the above referenced project team member to complete
Intercultural Diversity Inventory (IDI) Training May 3i, 200� to June 1,
200� in Minneapolis MN and consult, as an active member of the project
team, concerning the overall design of this action research project.
iv. Assign four (4) police officers to complete the White Men as Fu11 Diuersity
Parrners Workshop May 14, 200� to May 1�, 200'7 in Detroit, MI;
v. Assign four (4) police officers to complete the White Men Allies Workshop
June 4, 200� to June �, 200� in Tucson AZ;
b. AMICUS will:
i. Serve as a fiscal agent, grant manager and coordinator of project activities
ii. Contract for comprehensive qualitative and quantitative research designs
to test the identified experimental intervention,
iii. Draft the plan.
iv. Pay for the registration for Intercultural Diversity Training, White Men
as Full Diuersity Partners Workshop and White Men Allies Workshop
(referenced in II. a. iii. - v. above) and reimburse all other reasonable and
necessary out-of-pocket e�:penses related to the project including
transportation, meals and lodging.

v. Amicus shall not provide or release any data gain from any SPPD � 7 ���°
employee related to the project to anyone outside of the project until
SPPD has given it's written approval.
c. Confidentiality: The project team w-ill keep all data confidential including the
project report and conclusions prior to the official release of the report by the Chief of
SPPD and President of AI. Research related data is the property of the police
department—the project team shall recommend when and how this data will be shared.
i. Collection of private employee data, i.e. traffic stop data, is to be kept
confidential by regulation
ii. Each project team member will comply with SPPD personnel policies and
all laws pertinent to the data
iii. Potential for media or journal publication - Some concerns may be of
interest to the public and the media. The project team shall review any
publication of data or public statements before release.
III. The President of AI and the Chief of SPPD will make the ultimate decisions outside of
this agreement and final approval of the plan
IV. Timing -- The term of this agreement is April i, 200� through November i5, 200�.
