"(b) That, in the event of any such sale of

emergency ordinance rendered necessary for the preservation
of the public peace, health and safety.

upon its passage, approval, and publication.

of the City of Saint Paul, proposed to be made the
subject of disposition by sale hereunder, save for

the intervention of dedicated public streets, shall
constitute a contiguous area of undeveloped real
property comprising several platted blocks which to
the extent of at least 75 per cent of the aggregate
area of said platted blocks shall have been the sub-
ject of prior advertisement for formal bids, in con-
nection with any prior proposed sale of the same
hereunder without any formal bid having been received
therefor, the Committee on Lands may, with the consent
of the Council and without advertisement for compe-
titive bids therefor, sell such real property, in its
