OF ZONING, • CITY OF SAINT PAUL 53 1515 CITY HALL AND COURT HOUSI SAINT PAUL 9, MINNISOTA September 25, 1962, Mrs. Agnes H O'Connell City Clerk Building Dear Madam: This is in the matter of Wallace Mailand's 1) appeal to relax the density standards of Chapter 60.24 of the Legislative Code and 2) application for a permit to install and operate a 17 car private off- street parking lot in con- junction with a proposed 17 unit apartment building on property located on the south side of E. Third Street between Clarence and Etna Stred's. The por- perty is described as Lots 4, 5, 6, and the west 10 feet of Lot 3, Eret's Addition. The west 10 feet of Lot 3 is zoned commercial, and the balance of the site is-zoned "C" residence. The site is vacant and it is proposed to develop it with a 17 unit apart- ment building. The property has a frontage of 133 feet on E. Third Street and extends to a depth of 124.1 feet, resulting in an area of approximately 16,505 square feet. Chapter 60.24 of the Legislative Zoning Code requires an area of 17,000 square feet for a 17 unit building. Therefore it is necessary to secure Council approval for the proposal. North and across E. Third Street is vacant land; to the south and adjoining are apartment build- ings fronting on Conway Street; east and adjoining is a filling station; west and adjoining are single- family residences fronting on E. Third Street. Field investigation discloses no objection to this proposal as all of the other requirements are met and the request for relaxation of the density standards appears reasonable. The Traffic Engineer has reviewed and approves the parking lot plan which meets the standards for this type of facility. Mailand, hereby appeal your honorable body to relax the standards of Chapter 60.24 Paragraph I of the Legislative Building Code to permit the con- struction of a seventeen (17) unit apartment building on a site with 16,504 square feet. The present zoning of this property is "C" residential with the exception of the East five (5) feet which is zoned commercial. This property is located on the South side of Third Street next to the Mobil Oil Company gas station between Etna and Clarence Streets and is described as follows: West ten (10) feet of Lot 3 and all of Lots 4, 5, and 6� except the North ten (10) feet of Lot 6 taken for street purposes, in Eret`s Addition, according to the plat thereof on file and of record in the office of the Register of Deeds in and for said County, together with that portion of the vacated East -West alley which accrued to said premises by reason of-the vacation thereof.- Since a gas station is located on the East side of the proposed building site and since an adequate parking arrangement has been made to accommodate seventeen (17) cars, it appears that no problems exist with reference to building a seven- teen (17) unit apartment building on this site.
