THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
Section 1. That the Zoning Code, Chapta°s-60 to
64, inclusive, of the Saint Paul Legislative Code, pertain-
ing to Use Districts, Height Districts,-and Rezoning of
certain properties in the City of Saint Paul, as amended,
be and the same is hereby further amended so as to rezone
the following described property from "A" Residence District
to Commercial District, to -wit:
Lots 1, 29 39 4 and Lots 21, 229 232
24, Block 15, Gurney Highland Park,
according to the plat thereof on file
and of record in the office of the
Register of Deeds in and for Ramsey
County, Minnesota, being located on
the west side of Jackson Street between
E. Idaho and E. Hoyt Avenues.
Section 2. This ordinance is hereby declared
to be an emergency ordinance rendered necessary for the
preservation of the public peace, health and safety.
Section 3. This ordinance shall take effect
and be in force upon its passage, approval and publication.

Dear Madam:
This is in the matter of the petition of Michael J. Sauro to rezone
from "A" residence to commercial district property located on the west
side of Jackson Street between E. Idaho and E. Hoyt Avenues and de-
scribed as Lots 1, 2, 3, 4, 21, 22, 23, 24, Block 15, Gutrney Highland
Park:
On August 20, 1962, the Commissioner of Finance reported the petition
sdfficient with the owners of 20 of a possible 29 (69 7o) tracts of
-land within the prescribed 100 foot radius having signed the petition.
The site is vacant and the petition proposes to develop it with a two -
story structure, the first floor to be used for a grocery store, and
the second floor use for two apartments as indicated on the petition.
The property under consideration consists of two separate tracts of land
separated by an unimproved public alley. The easterly tract has a front-
age of 100 feet on Jackson Street with a depth of 130 feet and an area
of 13,000 square feet. The westerly tract has a frontage of 100 feet
on Wanda Street with a depth of 130 feet and an area of 13,000 square
feet. The combined area of the two tracts is 26,000 square feet.
East and across Jackson Street is the McDonough Housing development,
the balance of the area is principally vacant land with scattered single -
family residences.
The Board of Zoning considered this matter at their regular meeting
on September 6, 1962, and the opinion of the Board is that the property
is best suited for commercial developmentof the type proposed. There-
fore, the Board of Zoning recommends the granting of the petition to
rezone the above described property to a commercial district.
