Section 1. That the Zoning Code, Chapters 60 to 64,
inclusive, of the Saint Paul Legislative Code, pertaining
to Use Districts, Height Districts, and Rezoning of certain
properties in the City of Saint Paul, as amended, be and the
same is hereby further amended so as to rezone the following describes
property from "A" Residence District to "C" Residence District,

Subdivision of Bloclo 15 and 16, Stinson's
Frances St. Addition to St. Paul, Ramsey
Co., Minn., according to the plat thereof

Minnesota, being located'on the northeast
corner of English and Conway Streets.
Section 2. This ordinance is hereby,declared to
be an emergency ordinance rendered necessary for the preserva-
tion of the public peace, health and safety.
Section 3. This ordinance shall take effect and
be in force upon its passage, approval and publication.

Dear Madam:
This is in the matter of the petition of Myron R. Cartwright to
rezone from "A" to "C" residence property located at the northeast
corner of English and Conway Streets and described as Lots 13 thru
19, Block 16, E. R. Bryant's Sub. of Blocks 15 and 16, Stinson's
Frances Street Addition.
On Augsut 30, 1962, the Commissioner of Finance reported the peti-
tion sufficient with the owners of 13 of a possible 16 (8170) tracts
of land within the prescribed 100 foot radius having signed the
petition. The site is vacant and it is proposed to develop it with
three 11 -unit apartment buildings. The property has -a frontage of
274.1 feet on Conway Street and a depth of 124 feet, resulting in
an area of approximately 33,988 square feet. North and across an
unimproved public alley are singlefamily residences fronting on
E. Third Street; west and across English Street is a single - family
residence fronting on Johnson Parkway;south and across Conway Street
are apartment buildings now under construction and the Eastview
Shopping Center; east and for the balance of the block are apart-
ment buildings.
Field investigation discloses thatit would be proper to rezone the
balance of this block for apartment development. The proposed
development would serve as a transitional use between the shopping
center and the residences to the north.
In consideration of the above factors, the Board of Zoning recommends
the granting of the petition to rezone the above described property
to a "C" residence district.
