I TOLTZ, KING, DUVALL,ANDERSON AND ASSOCIATES, INCORPORATED ARP.')T 1 DUVA.LL UFRALD A AN:NERSON ,. f ARNESLN F I OTfO Honorable Milton Rosen Commissioner of Public Works City of Saint Paul, Minnesota Dear Commissioner Rosen: ENGINEERS AND ARCHITECTS I 1408 PIONEER BUILDING SAINT PAUL I, MINNESOTA CAPITAL 4 -7891 August 17, 1962 Re: Proposal for Engineering Services St. Anthony Park Storm Water Relief Sewer We propose to do the engineering work in connection with the St. Anthony Park Storm Water Relief Sewer System which would serve the northwesterly part of the City of Saint Paul and other natural tributary areas in portions d the Villages of Lauderdale, Roseville and Falcon Heights. We propose to carry out our engineering services as follows: A. Preliminary Engineering Work: We will review all existing information on hand in your office. Necessary inspection of existing sewers will be made in the field. Drainage areas will be outlined from existing information. Preliminary designs will be prepared with the view in mind of determining the most economical and practical solution. Any field instrument surveys necessary for this preliminary study are to be made by the City. The City will also make arrangements for any necessary borings, which borings, will be made under our supervision. After we have completed our studies they will be submitted to you in the form of an engineering report, including preliminary plans and profiles, and estimates of cost. The preliminary report will be submitted to you prior to February 15, 1963. B. Plans and Specifications: For such part of the work as you may direct, we will prepare working plans and specifications, ready for the taking of bids and award of contract. These plans will be prepared on cloth in India ink, said tracings to become the property of the City. Honorable Milton Rosen -2- August 17, 1962 Plans will be submitted to the proper Agencies for approval, and will be coordinated with the work of the State Highway Department in this area. All field surveys necessary for the preparation of final plans and specifi- cations will be provided by us. Land surveys to locate property corners or monuments are to be performed by the City or others. Borings required are to be provided by the City at its expense. We will, however, establish and stake the locations and give overall supervision. These final plans and specifications are to be submitted to you prior to September 1, 1963. C. General Supervision: At the option of the City, we will furnish general supervision which shall include checking of shop drawings, periodic visits to the work by principals of the firm; certification of contractors' monthly estimates for payment; necessary conferences during construction and a final inspection of the work. D. Resident Supervision: At the option of the City, Resident Supervision of the work will be provided. Such resident supervision shall include the services of a resident engineer, inspectors and a survey crew for staking of the work. Our charges for these engineering services will be as follows: 1. Preliminary Engineering Services. For the preliminary engineering services as outlined in paragraph A, we are to be paid 2 -1/4 times the actual salaries paid our engineers, draftsmen and other professional and sub - professional personnel em- ployed on the work. The maximum fee for Preliminary Engineering is to be $40, 000. No charge is to be made for time spent on the project by officers of the company. For the purpose of records and checking progress, we will submit monthly statements, but payment shall be after submission of the Preliminary Engineering report and acceptance thereof by the Chief Engineer and the Commissioner of Public Works. 2. Plans and Specifications. For the preparation of the plans and specifications as outlined in paragraph B, we are to be paid a sum equal to 316 of the construction cost of the work for which plans and specifications are prepared. The 376 fee shall be payable as follows: . . 1 . ` Honorable Milton Rosen -3- August 17, 1962 (a) Upon submission of plans and specifications and acceptance thereof by the Chief Engineer and the Commissioner of Public Works, 2 -1/2% of the estimated cost as approved by the Chief Engineer and the Commissioner of Public Works. (b) Upon receipt of bids and actual award of contract, an adjust- ment to (a) above so that total payment then constitutes 3% of the actual contract award. (c) In the event that an actual construction contract is not let within a reasonable time, an adjustment shall be paid so that the total fee shall be 376 of the estimated cost as approved by the Chief Engineer and the Commissioner of Public Works, said fee to become payable upon acceptance of the plans and specifi- cations or determination that no contract is to be awarded. 3. General Supervision of the work as outlined in paragraph (C) we are to be paid a sum equal to 1% of the construction cost of the work, said fee to be payable monthly proportionally as the work progresses. 4. Resident Supervision. For Resident Supervision of the work as outlined in paragraph (D) we are to be paid the actual salaries of our field personnel plus 5016 for overhead and profit. Automobile mileage is to be paid at the rate of 8� per mile. The fees for Resident Supervision shall be payable monthly upon submission of an appropriate statement. The above fees do not include the cost of test borings, the cost of surveys of property lines and corner monuments, and the cost of surveys for the preliminary engineering work. The construction cost of the work for determining this fee should be the reason- able estimated cost of the work except where contracts are awarded within a reasonable length of time after completion of plans and specifications. In the latter case the actual contract amount shall be used as the basis for our fee. We are in a position to proceed with this work promptly and to provide an adequate force to complete the work expeditiously.
