COUNCIL RESOLUTION - GENERAL FORM
RESOLVED, that Clifford W. Moore be permitted to install
and operate a 17 -car private off - street parking lot in conjunction
with a proposed 17 unlit apartment building to be constructed at
the southeast corner of English Street end Larpenteur Avenue, on
Lots 10, 11, and 12, Block 8, The Pioneer Real Estate and Building
Society Subdivision of N. 2 of N.W. 4 Sec. 22, T. 29, R. 22, in
.accordance with plans - approved October 18, 1962, subject to com-
pliance with the provisions of all ordinances governing the
operation of parking lots, -and to the conditionithat the sidewalk
abutting said premises be kept clean -and free of ice and snow
at :all times .

The City Council requested that you prepare a resolution granting the
attached application of Clifford W. Moore for permit to install and
operate a 17 -car private off-street parking lot at the southeast
corner of English St. and Larpenteur Ave., described as Lots 10, 11
and 12, Block 8, Pioneer Real Estate Building Society Sub. of N2 of
N6, of Sec. 22, T. 29, R. 22, in accordance with plans approved
October 18, 1962.

Dear Madam:
This is in the matter of the application of Clifford W. Moore
to install and operate a 17 car private off-street parking lot
in conjunction with a proposed 17 unit apartment building to be
constructed on property located at the southeast corner of
English Street and Larpenteur Avenue which is described as Lots
10, 11 and 12, Block 8, Pioneer Real Estate Building Society
Subdivision of North J of the Northwest I of Sec. 22, T. 29, R 22.
This property was rezoned to a commercial district on November 3,
1955, C. F. 175638 for the purpose of constructing a shopping
center which did not materialize.
The site has a frontage of 150 feet on English Street and an
average depth of 129.3 feet, resulting in an area of approximately
19,395 square feet. East and adjoining is the Northern Pacific
Railroad right-of-way; otherwise most of the property is vacant
with the exception of a few single - family residences in the area.
Field investigation discloses that inasmhch as the property is
zoned commercial, the proposal is a legal use. The proposal meets
the required standards for density and building ground coverage.
In consideration of the above factors, the Board of Zoning re-
commends the granting of the application for a 17 car private off -
street parking lot on the above described property in accordance
with plans approved October 18, 1962.
