W MEAS$ The City of Saint Paul is geogr&Cicallyloc &teed in an area of the State of Minnesota
in which nearly forty -,five percent of the State's population. reside.
WHEREAS, The residents of this area are dependent upon an adequate Mississippi River level
to assist , protecting and preserving their health and well being and provide for
basic community heeds.
WHEREAS, The Saint Paul water system presently requires up to 120f000,000 gallons per day
with the 4jor source being the Mississippi River.
WHEREAS, As this metropolitan area continues to grow, additional water supply will be
required of suitable quality and quantity.
WHEREAS, In addition to needing a satisfactory water supply, the maintenance of a sufficient
minimum stream flow is essential for other elements of community life such as
navigation .1'. recreation and assisting in pollution control.
WHEREAS, The s-ix headwater reservoirs, near the source of the Mississippi River, were con-'
structed for the primary purposes of controlling and augmenting stream flows for
navigation and flood control..
WHERW , We consider that stream flow augmentation is reasonable and essential for purposes
other than and in addition to navigation and flood control, as for example, water
supply, public health, recreation and preservation of fish and wild life.
WH$RPM , it has bee> determined by the Corps of Engineers that the six headwater reservoirs
can furnish sufficient water to augment low flows to a reasonable extent.
WHEREAS, The Commissioner of Conservation,. State of Minnesota, will hold a hearing on
November 14, 1962 at Brainerd, Minnesota., to review a proposed plan of operation of
the dams controlling six federal reservoirs tributary to the Mississippi River in
northern Minnesota, at which interested parties are invited to attend and express
their views concerning such proposed plan of operation.
WHEREAS, Detailed reports with factual data are being submitted by the Minneapolis -Saint Paul
Sanitary District and the Board of Water Commissioners of Saint Paul which reports
the Council hereby approves and endorses and
