Due to its form and execution I do not lieve that this petition qualifies as a Petition of Re- nstrance. Sixty -three parcels of land abut the proposed provement, of which seven parcels, or 11 %, have properly gned as opposing the street widening. A total of 116 hers are involved, and fifty -one owners, representing 44%, ve signed the petition. The petitioners further indicate .at they have no objection to the resurfacing of this street .t that they are concerned with the widening of the roadway. jt The Council may, of course, consider petition as reflecting the feelings of the property rs rather than as a Petition of Remonstrance. The island curb its 'in ge .,eraliy good condition-while the prop .rtyb side curb is in fair to poor. ordi, tion and some will require replacement, It a proposed that the present RQ foot roadways be widened 21.E inches 22 fee.V by removing the property side curbs and constructing a stand 24 inch concrete integral curb and gutter, removing and replac . those portions of the present. pavement too. badly deteriorated to aQ as a base, and then resurfacing with bituminous material the entire r;adwayso The center island would not be disturbed. The total estima cost of• tV 409,01 would be financed through mmicipal State. Aid fund ($35041,,21 and assessments ($1.2,068,00 at $3.50 per foot for pas g.) Na assessment is proposed for curb removal or constructi on, or tree. emoval or sgdding. It is recognised the roadways were widened ) t, 15 feet to 20 feet in 1950 by Butting Ooun the center islandp going slab is present,3y ii► fair condition. Ho-ever, a 22 foot how recommended as a Municipal State Aid standard that is too national, recommended standards for this type of streeto jandarda are. devel.op'ed in consideration of. prese"ay traffic, passing parked cars; particularly in the Hinter, ,end related- These atandards should be followed consistently;lf bur street rs to be adequate. The 24 Inch se•tYback'can be accomplished •tie disturbance to the rest of the boulevard since the grades very clos¢.to present oNe's. On2 two trees would be affeeteap which the Superintendent of Parks states should be removed.,, I Page a- Considerable difficulty was experienced during W winter's heavy snawa in keepin- open an ad equate roadway past parked cars and the extra two feet 4x3.11 help considerably. The Department of Public Utilities reports that base had to be detoured last winter because of the difficulty of passing twEen parked cars and snow windrerus. From Howell. to St. Paul Avenue si etiralk under a recent Final Order is to be installed and con• sequently the curb and gutter work can readily be phased in with the sidewalk and driveway work on the boulevards. The 5 foot sidewalk„ in order to ziinimize yard and slope interferences is tentatively proposed for an offset of 3 feet from the property line. The remaining b6ulevard from sidevalk to curb would then be 8 feet, which is adequate for trees pedestrimtsafetyp and considerable snow storage. No assessment would be levied for the curb setback which would be paid for from Nunicipal State Aid It i believed that all things considered, the community and the neighborhood would best be served by the plan as proposed and approval of the or er is recommended. An adequate roadway surface would be pro - sided, am, the appearance of the area would be enhanced. The general character of the neighborhood would be the same. The 24 inch curb set- back woule, not be sufficient for any particular effect on the volume or character of traffic vhich would continue to be moderate volumes of passenger cars and occasional. busmg. The proposal would provide better clearance from parked tehicles, better visCv3.].ity,,and be safer and nore convenien particularly in the winter. With respect to pedestrians crossings the 24 inch curb sets -back is not expected to have any ap- preciable effect. Care must be exercised by both drivers and pedestrians on any st eet in the city.
