accordance with Selection 53 of the City Chanter, the existence of an emergency during the
period from September 30th through November 3rd, 1962 which rendered necessary the employ-
ment of certain employees of the Department of Libraries, Auditorium, Museums and Stadia,
Bureau of AuditoriL, for more than eight hours per day or forty hours per week in doing

'Operate ventilating systems, operate PBX Switchboard, and supervise during
the various activities held in the building.
and WHEREAS, This iemergency arose by reason of the following facts and circumstances:
No other trained help available to work during Women's Institute programs,
wrestling matches and operas and other events held in the building, this
time includes Saturdays, Sundays and holidays.
THEREFORE BE IT RESOLVED, That the proper City,Officers are hereby authorized to pay the
employees who performed such work in accordance with the provisions of the Councils
