WHEREAS, The Commissioner of Parks old Recreation and
Public Buildings has reported, in accordance with
Section 53 of the City Charter, the existence of
an emergency during the period from October 16 to
31, 1962, which rendered necessary the employment
of certain employees of the Department of Parks and

And WHEREAS, This emergency arose by reason of the follow-
ing facts and circumstances:
Seasonal requirements for protection of public
property and pursuit of departmental activities
such as: Civic events and municipal sports
and playground programs required increased
time and effort of an unforeseen but temp-
orary nature; breakdown'of equipment necessi-
tated immediate repairs; supervision of golf
refectories maintained seven days a week; tool
boxes of trimming crews could not be left un-
guarded on Halloween.
TBEREFORE, BE IT RESOLVED, That the proper city officers
are hereby authorized to pay the employees who per-
formed such work in accordance with the provisions
of the Councils s salary ordinance, Ordinance No. 6446.
