WHEREAS, the Legislative�I3ea�tfg Officer recommends that a request for a(ID # 20070000781) Tattoo
Parlor License for Kenneth J. Johnson, owner, doing business as Grand Tattoo & Piercing at 961 Grand
Avenue be approved with the following conditions:
Per City of Saint Paul Legislative Code Sec. 367.05. Tattooing of minors. It shall be unlawfiil to
tattoo any person under the age of eighteen (18) yeazs.
2. The sign identifying the tattoo pazlor can be no longer than and located in the same location as other
existing signs for businesses within this building.
3. The tattoo parlor business hours must end no later than 9:00 p.m. on any day of operation.
THEREFORE, BE IT RESOLVED that the Council of the City of Saint Paul hereby approves this license
application.

LICENSE HEARTNG MINUTES
Grand Tattoo & Pi�rcing at 961 Grand Avenue

The hearing was called to order at 10:31 a.m.
Staff Present: Reid Soley, license inspector, Department of Safety and Inspections; and Jean
Birkholz, Council Research
Others Present: Ken Johnson, proposed business owner
Grand Tattoo & Piercin�: Tattoo Parlor license
Ms. Moermond stated that this license application is for a Class N License which requires neighborhood
notification. Class N Licenses include: auto repair, liquor, entertainment, etc. The City received one
letter of objection to the issuance of this license which means that a Legislative Hearing is necessary.
There aze three (3) possible outcomes of this heazing. Ms Moermond could: 1) recommend to the City
Council that they grant this license without any conditions; 2) recommend that they grant this license
with agreed upon conditions; or 3) recommend that they refer this matter to an Administrative Law
3udge, which usually takes from four (4) to six (6) months. Ms. Moermond would use this option if she
thinks that there's no way that this business is workable at this location or if she thinks that there are
conditions that aze absolutely necessary to make it workable that the applicants find unacceptable. Ms.
Moermond's recommendation will come to the City Council as a resolution and it will appear on the
Consent Agenda.
At this informal heazing today, staff from the Department of Safety and Inspections will provide a report
on the application; then Ms. Moermond will ask the applicant to talk about his business plan and hear
from people who are here in support or concerns about the license. Ms. Moermond will also put
concerns on the record received by letter or email.
Mr. Reid Soley (DSI) reported that this is a change in ownership, only. The Department of Safety and
Inspections has recommended approval of this license with the following conditions:
1. Per City of Saint Paul Legislative Code Sec. 367.05 Tattooing of minors: it shall be unlawful
to tattoo any person under the age of eighteen (18) years.
2. The sign idenfifying the tattoo parlor can be no longer than and located in the same location as
other existing signs for businesses within this building.
3. The tattoo parlor business hours must end no later than 9:00 p.m. on any day of operation.
Mr. Soley added that the applicant has signed a Conditions Affidavit containing these conditions on
Apri16, 2007. His office has no record of a neighborhood recommendation. There are no building
issues; Environmental Health approval is pending an inspection in the immediate future; Fire has
approved it; Licensing and Zoning have approved it. This is an existing tattoo and piercing business.

Mr. Johnson stated that the business has been at this location for four (4) years, and he does all the
piercing. He has been doing piercing for about ten (10) yeazs. The business has two (2) tattoo chairs
and one (1) piercing chair. At this time, he empioys one (1) tattoo artist. He added that they go above
and beyond what the Health Department recommends to enswe the safety and protection of their clients.
Ms. Moermond reviewed the letter of objection. It seemed obvious that the letter writer was not aware
thatthis was an established business.
Mr. Johnson commented that when the business opened four (4) yeazs ago, a lot of people thought it
would be a liability to the community; he thinks iYs become an asset.
Ms. Moermond recommends approval with conditions.
