�nitiating Problem, Issues, Opportunity (Who, What, When, Where, Why):
The Department of Safety and Inspection (DS� requested thaY I3uman Resources study the composite duties of a position to deternune
the appropriate classification and compensation. Our office determined that the position has management responsibilities for housing
and code enforcement that distinguish it from any existing positions or classifications. Therefore, a new classification is being created
fitled Housing and Code Enforcement Manager. This position directs programs, pxojects, and the range of functions associated with
housing inspecuon, compliance, and enforcement for the City of Saint Paul.
Advantages If Approved:
Appropriate compensafion will be assigned to che new classificafion in accordance with the City's job evaluation system.
Disadvantages If Approved:
None.

General Dutv Statement:
Perfonns expert managerial work directing programs, proj ects, and the range of functions associated with housing
inspection, compliance, and enforcement. Develops the long-term goals and duects the daily operations associated
with housing and code enforcement. Leads planning, development, and strategic initiatives that define the
investigation of complaints, identification of conective acrions, administration of legal procedures, and application of
compliance and inspection methods. Manages staff, directly and through suboxdinate supervisors, responsible for
executing code enforcement functions. Performs other related duries as assigned.
Snpervision Received:
Works under the general supervision of a department director.
Supervision Exercised:
Exercises full supervisory authority over clerical, technical, professional, and lower-level supervisory staff.
COMPETENCIES
Demonstrates an expert understanding of the full range of federal, state, and local housing laws and ordinances
including City housing maintenance, compliance, building code and safety regulations, and related property and real
estate standards. Demonsh an ability to apply that understanding to plan, implement, and identify solutions for
complex issues and challenges associated with the work.
Demonstrates an expert understanding of the policies and procedures related to code enforcement activities and those
of related deparhnents and service agencies. Demonstrates an ability to develop, plan, and implement housing and
code enforcement programs, projects, policies, and procedures. Demonshates an ability to identify and minimize
risks and liabilities associated with programs and projects and resolve potential problems or issues with the
appropriate legal counsel.
Demonstrates an ability to expertly plan and manage multiple and simultaneous pro}ects that have Citywide andlor
community impact, within negotiated deadlines. Demons7ates an ability to meet deadlines, define, riieasure, and
evaluate project and program results, and appropriateiy prioritize immediate and long range issues. Demonstrates an
ability to expertly analyze business informarion, assess and evaluate such information against program criteria or
standards, and dixect successful implementation strategies.
