Initiating Problem, Issues, Opportunity (Who, What, When, Where, Why):
The Depamnent of Safety and Inspection (DSn requested that Human Resources study the composite duties of a posifion to determine
the appropriate classification and compensation. Our office determined that the posirion has administrarive and supervisory
responsibilifies for code enforcement that disfinguish it &om any existing posirions or classifications. Therefore, a new classificarion
is being created titled Code Enforcement Supervisor. Tlus posifion leads vacant building, abatement, demolitioq and related acrivities
for housing and code enforcement inspection funcHons for DSI.
Advantages If Approved:
Appropriate compensation will be assigned to the new classification in accordance with the City's job evaluation system.

General Dntv Statement:
Performs expert professional work managing vacant building, abatement, demolition, and related activities for
housing and code enforcement inspection functions. Manages the vacant building processes and Truth-in-Sale-of-
Housing program to ensure compliance and improve housing conditions. Oversees legal actions such as hearings,
summary abatements, and demolition processes for substantial abatements. Directs staff and coordinates efforts to
address properties with significant compliance issues. Manages homeless campsite and related enforcement
initiatives. Assists with the planning, development, and strategic initiarives for housing and code enforcement
inspection. Performs other related duties as assigned.
Suaervision Received:
Works under ffie general supervision of a division manager or department director.
Supervision Exercised:
Exercise technical and/or general supervision over support, technical, and professional staff.
COMPETENCIES
Demonstrates a full performance understanding of federal, state, and local housing laws and ordinances including
City housing maintenance, compliance, and building code and safety regularions. Demonstrates an ability to apply
an understanding of property and real estate laws and pracrices to resolve vacant building and related issues.
Demonstrates an ability to apply that understanding to assist with planning, nnplementation, and identification of
solutions for complex problems associated with the work.
Demonstrates an expert understanding of the policies and procedures related to code enforcement activities and those
of related departments and service agencies. Demonstrates an ability to assist in developing, planning, and
implementing departmental programs, projects, policies, and procedures. Demonstrates an ability to identify and
minimize risks and liabilities associated with programs and projects and refer potential problems or issues to
appropriate legal counsel.
Demonstrates an ability to expertly plan and manage multiple projects that have Citywide and/or community impact,
within negotiated deadlines. Demonstrates an ability to meet deadlines, define, measure, and evaluate project and
program results, and appropriately prioritize and set deadlines for one's own work and the work of others.
