The Council of the City f Saint Paul has conducted a public hearing
upon the above improvement, e notice thereof having been given as
prescribed by the City Charter; a d
WHEREAS, The Council has eard a11 persons, objections and
recommendations pertaining to said roposed improvement and has fully
considered the same; now, therefore, be it
RESOLVED, That the Council of the Cit of Saint Paul does hereby order
that the above-described improvement be mad and the proper City officers
are hereby directed and authorized to proceed ith the improvement; and be it
FURTHER RESOLVED, That upon the completio of said improvement, the
proper City officers shall calculate all expenses 'ncurred therein and shall
report the same to the City Council in accordance w th Chapter 14 of the City
Charter.

The community will benefit from this project because it will provide a safe pedeshian route for its cirizens. The sidewa]k contracts are
done by private contractors generating public sector jobs as a result.

The sidewalk conshuc6on has created negative feedback because of construction procedures & assessmen[s. Property owners
continue to question the assessments. New sidewalk construction is 100% assessable. Having to assess property owners for sidewalk
construction - srill remains a controversial issue. �

People wil( coutinue to walk on unsafe terrain or in the street where traffic speed & volume is high. Next door neighbor of 1918 E.
Orange Ave. will see their property decrease in value.
