Fato the attention of the�r -c-o OENCiI NO. _ OFFICE OF THE CC-i , tioedthe�itizens of'bm COUNCIL RESOLUTI it Paul, py, virtue of 02 i - the President r„_1,ii " / :i-p�icating an u 7,C1we PWI / 6 ` rcc pr; ner nl.' s11� F --rt bvn . j WHEREAS, the international situation presently existent has been forcefully called to the attention of the citizens of the United States and, more particularly, to the citizens of the City of Saint Paul, by virtue of proclamations by the President of the United States indicating an urgency with respect to proper prepara- tion in the areas of civil defense planning and programming; and WHEREAS, the Council of the City of Saint Paul and the Civil Defense Bureau of the City of Saint Paul, in recognition of the urgency in the area of civil defense, are desirous of providing adequate defense shelters for the citizens of the City of Saint Paul and providing such shelters with the necessary supplies therefor; and WHEREAS, the Director of the Civil Defense Bureau has requestedtperm ission to allocate an amount not to exceed $10,000 of funds ;n the budget for the Civil Defense Bureau to be presently allocated °to the purpose of properly supplying and stocking the aforesaid defense shelters and has therefore requested the Council to authorize the extraordinary expenditure of funds immediately for the purpose of hiring the necessary truck drivers, laborers and trucks to move supplies into various civil defense shelters through- out the City, t Now, Therefore, be it RESOLVED, That the#"Council of the City of Saint Paul hereby finds that an emergency exists where failure to act promptly will work anhinjury to the City of Saint Paul and its citizens, and this Council therefore consents to and authorizes the Purchasing Agent of the City of Saint Paul, with the approval of the Mayor and Comptroller, to hire personnel and equipment requisitioned by the Director of Civil Defense of the City of Sal 9t Paul for operations hereinbefore indicated for the period of months on the basis of prices submitted to the Purchasing Agent by the various suppliers and renters of services or equipment, without advertisement or competitive bids, pursuant to Section 291 of the Charter of the COUNCILMEN Yeas Nays Dalghsh Holland Loss Mortinson Peterson Rosen Mr. President, Vavoulis ~ 10M 8-82 In Favor A gainst Adopted by the Council 19— Approved 19— Mayor _. i ORIGINAL TO CITY CLERK ` ' + r.I / LI9 ,I 7 7 y CITY OF ST.
