UWHERRAS, the State of Minnesota, by authority granted
it under M.S.A. Sec. 117.12, and the application of this Section
as made by the State of Minnesota, results in a considerable loss
of revenue to the Ci,t'y of Saint Paul; and
WHEREAS, it i-s believed that the application of said
statute results in an injustice to the resident taxpayers of
the City of Saint Paul, it is hereby
RESOLVED, That the League of Minnesota Municipalities
be asked to study the problems resulting from the application
of the aforesaid statute and take action to have such statute
amended so as to permit all villages and cities to collect any
pending assessments and taxes from the award made by the State
of Minnesota before such taking is actually accomplished; be it

That a copy of this resolution be

Dear Commissioner Dalglish:
Because of receiving several letters from you relative
to the collection of taxes, advance fees for user permits, I
am now opening a file called "Tax Sources ".
It is my understanding that you wish to have several
actions taken whereby the City would be able to collect taxes
and assessments on real estate up until the time the State of
Minnesota actually uses this land.
It was my suggestion previously that we ask the League
of Minnesota Municipalities to participate in this study and
under these circumstances I am taking the liberty of enclosing
a copy of a proposed resolution of our City Council.
I will be happy to discuss this with you at your
convenience.
