Dalglish Department of Finance City of Saint Paul Dear Commissioner Dalglish: Because of receiving several letters from you relative to the collection of taxes, advance fees for user permits, I am now opening a file called "Tax Sources ". It is my understanding that you wish to have several actions taken whereby the City would be able to collect taxes and assessments on real estate up until the time the State of Minnesota actually uses this land. It was my suggestion previously that we ask the League of Minnesota Municipalities to participate in this study and under these circumstances I am taking the liberty of enclosing a copy of a proposed resolution of our City Council.
