O'Connell City Clerk Building Dear Madam: This is in the matter of the appeal of Sibley Plaza Inc. for an extension of commercial use to cover property located on the east side of Davern Street between W. Seventh Street and the railroad tracks which is de- scribed as that part of Lot122 Snelling Outlots lying south of the Chicago, Milwaukee, St. Paul and Pacific Railroad Co. rigbt -d -way; and the north 180 feet of Lot 21, Snelling Outlots lying east of the west 167 feet of said Lot 21; and the north 128.81 feet of the west 167 feet of said Lot 21, all according to the plat thereof on file and of record in the office of the Register of Deeds in and for Ramsey County Minnesota. The property is zoned "Alt residence. The site is an irregularly shaped tract of vacant land having a frontage of 222 feet on the east side of Davern Street and an area of approximately 82,090 square feet. The property is adjacent to land also classified "A" residence and for which the Council granted an extension of commercial use (1945) and is now developed for commercial purposes, i.e. Sibley Plaza. It is proposed to construct two 25 -unit apartment buildings on the Davern Street frontage and use the portion immediately adjacent to Sibley Plaza for the expanding and enlarging of same. North and adjoining is railroad right -of -way; west and across Davern Street are single - family residences which front on Field Avenue; south and adjoining are single - family resi- dences which front on Davern Street; east and adjoining is the Sibley Plaza Shopping Center. Field investigation discloses that the proposed apartment development would provide a transitional use between the commercial uses to the east and the residential development to the west. The Board of Zoning considered the matterat their meeting on September 26, 1963 and recommend the granting of the appeal for an extension of commercial use on the above described property for the proposal as submitted.
