This is an emergency ordinance necessary for the preservation of the public peace, health and safety. THE ODUNCIL 'OF THE" CITY OF SAINT PAUL DOES ORDAIN: Section 1. That Ordinance No. 12305, approved October 24, 1962, be and the same hereby is'amended by adding a new Section I A to read as follows: "I A. Notwithstanding the provisions of Section I of this Ordinance No. 12305, the Comptroller of the City of Saint Paul is hereby authorized,to issue refunds in amounts not to exceed $200.00 of building permit fees under the juris- diction of-the,Commissioner of Parks and Recreation and Public Buildings, upon presentation'to said Comptroller of a miscellaneous claim form duly authenticated by the department head approving such refund, and accofnpa.nied by such supporting documents as may be available, such refund in such limited amount to be made without further resolution or ordinance of this Council." Sec.. 2. This ordinance is hereby declared to be an. emergency ordinance rendered necessary for the preservation of the public peace, health and safety. Sec.'3. Schleck 19 Gentlemen: Some time ago -a special fund was set up for the purpose of making refunds where they become necessary in the issuing of permits. I believe this fund was set up with a maximum of $500.00 and a maximum check on a refund of $100.00. We have now changed our permit fee structure and generally increased permit fees on an overall basis of about 35% and in some areas there has been a very substantial increase. In view of the above facts I would request that the necessary steps be taken, possibly an amendment to the ordinance or a resolution permitting refunds to be made without Council ,ap- proval in amounts of up to $250.00 for each refund. I have discussed this matter with Mr. Schleck of your department and I believe he is familiar with the problem. Sincerely yours, Alf H.
