O'Connell City Clerk Building Dear Madam: This is in the matter of the application of Richard Hilger for a permit to install and operate an 8 unit trailer - rental lot in con - junction th an existing filling station on property�locafed at the southwest corner of University Avenue and Lexington Parkway which is described as the north 220 feet of Lot 34, except the west 350 feet, except part taken for University Avenue and Lexington Parkway, Brown & Halls Addition to Hyde Park. The property is zoned commercial and light industry. The Board of Zoning has on two previous occasions considered Mr. Hilger's application for trailer - rental use on the subject property. The first application was filed in May and request�d a 15 to 20 trailer and camper - trailer combination rental business. This application was amended to read 8 trailer - rental units, and again beard by the Board on August•lst. In both instances, the Board recommended denial of the request. The Council, after hearing said reports, also concurred by voting denial of the application. (See letters dated August 2, and July 24, Board to City Clerk.) On September 26, 1963, the Board of Zoning again heard this application and in its opinion could not find sufficient difference in this pro- posal to justify changing its earlier recommendation for denial. The Board wishes to point out that it is extremely difficult to exit from this station because of heavy traffic on the adjoining streets. An automobile towing a trailer and desiring to exit from thisstation would further compound this situation, and the Board therefore recommends denial of this request. Sincerely, H. C. This matter was heard by the Council on July 25 and referred back to the Board of Zoning for further consideration. As requested by the Council, Mr. Hilger submitted new plans showing the location and size of 8 trailers which he proposes to rent. The Board again considered the matter at their regular meeting on August 1, 1963 and because of the location of the facility at University Avenue and Lexington Parkway, feels that it would generate a severe traffic problem and should not be allowdd. Hilger to operate a trailer- rental lot in conjunction with an existing filling station on property located at the southwest corner of University Avenueand Lexington Parkway which is described as the north 220 feet of Lot 34 except the west 350 feet except part taken for University Avenue and Lexington Parkway, Brown & Hall's Addition to Hyde Park. The property is zoned commercial and light industry. In 1961 a new filling station was constructed on the site which has a frontage of 200 feet on University Avenue and 220 feet on Lexington Parkway resulting in an area of 44,000 square feet. All of the surrounding area land uses are commercial in nature. As indicated on the application, it is proposed to provide a trailer - rental business with from 15 - 20 trailers, some of which will be campers, the balance conventional trailers. Field investigation discloses that it would be undesirable to establish this use in connection with the filling station operation as in the past it has proven difficult to control such a combined use nnce it is installed. It appears that the proper solution might be to completely separate this operation from the filling station use by constructing a fence between the trailer rental operation and the filling station use, and providing a separate means of ingress and egress. The applicant has submitted a plot plan of the existing filling station, showing the location of the driveways, the building and the pump islands. However, it does not show the location of the area of the proposed trailers. Because of the size of this particular tract, the Traffic Engineer is of the opinion that this use would not create a traffic problem. In consideration of the above factors, the Board of Zoning recommends the denial of the application for a trailer - rental lot on the above described property. HCW :FGI Encl. X.
