2 RE50LUTION APPROVING THE USE OF
3 NEiGHBORHOOD STAR INVESTMENT INITIATIVE PROGRAM FUNDS
4 FOR A PROJECT IN WARD 4

6 WHEREAS, on April 11, 2007 the Neighborhood STAR Board reviewed Dreamland Arts proposal for building
7 improvements; and,

9 WHEREAS, the Dreamland Arts proposa! provides for capital improvements to the building that will make
10 for a significant aesthetic improvements to neighborhood; and,

1z WHEREAS, it is the intent of the Saint Paul City Council to participate in the financing of these activities
�3 by providing a total of $15,000 from the Ward 4 Neighborhood Initiative Investment Program allocation;
14 and,

16 WHEREAS, because this proposal is of substantial community significance, a waiver of the STAR
» Guidelines in regards to the $1 for $1 matching fund requirement and the 50% loan, 50% grant
�8 requirement to 100% grant is recommended; and

20 WHEREAS, work on the project began on or around May 1, 2007, therefore eligibie expenditures
21 occurring after this date shall hereby qualify for funding; now, therefore be it

23 RESOLVED, that upon recommendation of the Mayor, pursuant to Section 10.07.4 of the City Charter, the
za City Council does hereby amend the 2007 budget for the N.I.I.P. program in the following manner:
