RESOLVED, upon and pursuant.to the pertinent appeal, under the
Zoning Code, of William F. Strub, Jr., and Richard M. Strub, owners of
the subject real estate situate in the City of Saint Paul on the west side
of Eustis Street between vacated Chilcoinbe Street and Doswell Avenue,
and described as Lots 1 and 2 and except the south 8 feet, Lot 3, Block 7,
St. Anthony Park West, and the south 30 feet of vacated Chilcombe Street
lying adjacent to Lot 1, Block 7, St. Anthony Park West, that the provisions
of said Zoning Code for an 8 -foot buffer or screen setback between the line
of said premises and that of the adjoining premises in connection with the
establishment, maintenance, and operation of an 18 -car private off - street
parking facility thereon, in connection with a proposed 17 -unit apartment
building, hereby are entirely dispensed, and that, pursuant to said owners'
application therefor, a permit hereby is granted unto said owners and their
successors and assigns, for the establishment, maintenance, and operation,
on said hereinabove described real estate, of an 18 -car private off - street
parking facility, according to the approved plan therefor herewith filed,
and without any such buffer or screen setback requirement, and that, otherwise,
in respect of such permitted use of said real estate, said owners and their
successors and assigns shall make due compliance with all applicable municipal
ordinances, State statutes, and rules and regulations of public authorities
having cognizance.

Dear Madam:
This is in the matter of Wm. F. Staub Jr. and Richard M. StrubTs 1) appeal
to waive the required 8 foot buffer for parking lots adjacent to a resi-
dential use, and 2) application for a permit for an 18 car off - street park-
ing lot accessory to a proposed 17 unit apartment building on property
located on the west side of Eustis Street between vacated Chilcombe Street
and Doswell Avenue which is described as Lots 1 and 2, and except the south
8 feet, Lot 3, Block 7, St.Anthony Park West and the south 30 feet of vacated
Chilcombe Street lying adjacent to Lot 1, Block 7, St.Anthony Park West.
This is part of a larger tract which was rezoned to "Ct1 residence on March 10,
1962.
The site is developed with a three - family residence and a two -car garage
which will be removed for the proposed use. The subject property has a
frontage of 154.75 feet on the west side of Eustis Street and extends to
a depth of 110 feet resulting in an area of approximately 17,022 square feet.
West and adjoining at a much lower elevation is the recently constructed TH 280;
east and across Eustis Street are single - family residences; to the north and
adjoining is a parking lot of the Bonestroo Engineering Company; south and
adjoining is a recently constructed ten -unit apartment building. The appli-
cant is requesting a waiver of the required 8 foot screening buffer inasmuch
as it would be between two parking lots and would serve no purpose. Field
investigation discloses no basic objection to the proposal, nor to the re-
quested waiver. The parking lot plan has been reviewed by the Planning Board
staff and the Traffic Engineer and is recommended for approval as the plan
meets the requirements for this type of facility. The proposal meets the
required standards for density and building ground coverage.
In consideration of the above factors, the Board of Zoning recommends the
granting of the appeal as above outlined, and the application for a permit
for an 18 car off- street parking lot in accordance with plans approved
November 21, 1963.
