THIS IS AN EMERGENCY ORDINANCE RENDERED NECESSARY FOR THE PRESERVATION OF THE PUBLIC PEACE, HEALTH, AND SAFETY. THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN: Section 1. That the Zoning Code, Chapters 60 to 64, inclusive, of the Saint Paul Legislative Code, pertain- ing to Use Districts, Height Districts, and Rezoning of certain properties in the City of Saint Paul, as amended, be and the same is hereby further amended so as to rezone the following described property from "A" Residence District to "C" Residence District, to -wit: Lots 3 and 4. Block 29 Edwin M. Ware's Cumberland Addition Plat 1, according to the plat thereof on file and of record in the office of the Register of Deeds in and for Ramsey County, Minnesota, being located on the east side of Arundel Street and the west side of Cumberland Street between Larpenteur and Idaho Avenues. -'' Section 2. This ordinance is hereby declared to be an emergency ordinance rendered necessary for the preserva- tion of the public peace, health and safety. Section 3.• This ordinance shall take effect and be in force upon its ,I_ passage, _approval and publication. Peterson to rezone from "A" residence to "C" residence property located on the east side of Arundel Street and the west side of Cumber- land Street between Larpenteur and Idaho Avenues which is de- scribed as Lots 3 and 4, Block 2, Ed.,M. Ware's Cumberland Addition Plat 1. On November 6, 1963, The Commissioner of Finance reported the petition sufficient with the owners of 8 of a possible 10 (80%) tracts of land within the prescribed 100 foot radius having signed the petition. The property is vacant and has a frontage of 240 feet on Arundel Street and on Cumberland Street, extend- ing a distance of 278.9 feet between the two streets which results in an area of approximately 64,099 square feet. As indicated on the petition, it is proposed to develop the property with two 29 -unit apartment buildings. To the east and across Cumberland Street are three recently constructed apartment buildings; to the south and adjoining-is a single - family residence which fronts on Idaho Avenue and the area further to the south is vacant land; to the west across Arundel Street is vacant land classified "A" residence; north and adjoining and fronting on Larpenteur Avenue is vacant land classified in the "A" residence district. Field investigation discloses no basic objection to developing this property for multi- residential purposes.
