That said permittee and his successors and assigns shall construct, maintain, andcperate said off - street parking facility in accordance with the approved plans therefor, herewith filed, and shall otherwise make due compliance with all applicable ordinances, State statutes, and rules and regulations of public authorities having cognizance, in such connection. 2. That said permittee, by an effective Deed of Easement, shall cause to be established a perpetual public easement for public travel purposes 22 feet in width, extending from the south line of Lot 19 in said Block 3 of said Addition, to the south line of said Lot 22 in said Block, in, upon, and over the westerly 22 feet of Lots 19, 20, and 21 in said Block; that said Deed of Easement shall be executed and delivered by the grantor, owner of the subservient estate, said westerly 22 feet of said Lots 19, 20, and 21, unto the City of Saint Paul, as grantee, in trust for the public; and that the subject easement shall constitute a public easement and shall also partake of an easement appurtenant to said Lot 22 in said Block and shall run with the land. 3. O'Connell City Clerk Building Dear Madam: This is in the matter of the application of Harold Lavik for a permit to install and operate a six -car off- street arkin lot in conjunction with a proposed six -unit a ar ment building on property located on the west side of Burnquist Street between Magnolia and essamine Avenues which is described as Lot 22, Block 3, Lane &,Hospes Addition. The pro- perty is zoned light industry. The site is developed with an old, single - family residence which will be removed for the proposed construction. The lot has a width of 44 feet and a depth of 137.33 feet, resulting in an area of approximately 6,043 square feet. North and adjoining are single- family residences which front on Jessamine Avenue; east and across Burnquist Street is a church parking lot; south and adjoining is a recently constructed17 unit apartment building which is owned by the applicant; west and across a public alley is a single - family residence which fronts on Magnolia Avenue. Field investigation dis- closes no basic objection to the proposal as it would be more desirable to have the property residentially developed as the character of the immediate area is residential although this property is zoned light industry. The proposal meets the required standards for density and building ground coverage. The Traffic Engineer and Planning Board staff have reviewed the plans which meet the standards for this type of facility and recommend appro- val. Because the only means of ingress and egress to the proposed parking faci- lity would be across the adjoining property to the south which is developed in part for off-street parking, the City Architect directed the applicant to secure Council approval.
