Building
Dear Madam:
This is in the matter of the application of Harold Lavik for a permit
to install and operate a six -car off- street arkin lot in conjunction
with a proposed six -unit a ar ment building on property located on the
west side of Burnquist Street between Magnolia and essamine Avenues
which is described as Lot 22, Block 3, Lane &,Hospes Addition. The pro-
perty is zoned light industry.
The site is developed with an old, single - family residence which will be
removed for the proposed construction. The lot has a width of 44 feet and
a depth of 137.33 feet, resulting in an area of approximately 6,043 square
feet. North and adjoining are single- family residences which front on
Jessamine Avenue; east and across Burnquist Street is a church parking lot;
south and adjoining is a recently constructed17 unit apartment building
which is owned by the applicant; west and across a public alley is a single -
family residence which fronts on Magnolia Avenue. Field investigation dis-
closes no basic objection to the proposal as it would be more desirable to
have the property residentially developed as the character of the immediate
area is residential although this property is zoned light industry. The
proposal meets the required standards for density and building ground
coverage. The Traffic Engineer and Planning Board staff have reviewed the
plans which meet the standards for this type of facility and recommend appro-
val.
Because the only means of ingress and egress to the proposed parking faci-
lity would be across the adjoining property to the south which is developed
in part for off-street parking, the City Architect directed the applicant
to secure Council approval. It is recommended that a perpetual easement
,appurtenant to the east 22 feet of the Eest 42 feet o Lots 19,..20 and 2l
Block 3, Lane & Hos a dri ionos 11 be established (by reauis t }- recordable
grant) for the urpose of roviding ade uate ingress and egress to the ma datory
Hof- street, Harking facility located on Lot 22, B ock 3, Lane & Hospes L1dditi'oii"
(and for th "et of the City of St. Paul) w ich easement+sh''all not"`IieW^°k
released or vacated without the express consen o he City of St. Pau`1 and
shall be recorded in the office of the Registrar of Titles in the County of
"--- =Ramsey, State of Minnesota.
In consideration of the above factors, the Board of Zoning recommends the
granting of the permit for a six -car off- street parking facility on Lot 22,
Block 3, Lane & Hospes Addition subject to the easement as above outlined,
and in accordance with Plans approved November 7, 1963 as reflected in the
revised plans dated December 11, 1963. A
Sincerely,
BRT:FGI
