07-403Council File # C� - Q,�j Green Sheet # �<.�'?�__ q� Presented by RESOLUTION CITY OF SAINT PAUL, MINNESOTA �! , , /'� �-- C�� 1 WAEREAS, on April 18, 2007, the City Council of the City of Saint Paul adopted Council File #07-171, 2 said Resolution being the Ratification of Assessment for providing weekly garbage hauling services from 3 December 5 to December 27, 2006 (File No. J0618G, Assessment No. 8279); and 4 5 WHEREAS, the property at 526 Jenks Avenue, being described as: 6 Geo Doehne's Subdivision of Block 15 Fairview Addition to St. Paui, Minn. Lots 13 and Lot 14 Blk 15; 10 with the property identification number 29-29-22-24-0179 was assessed an amount of $170.00 for 11 providing weekly gazbage hauling services; and 12 13 WHEREAS, the Legislative Hearing Officer recommends deleting the assessment as the assessment was 14 made in error. 15 16 THEREFORE, BE IT RESOLVED, that the amount of the assessment for this property be deleted, and 17 18 BE IT FURTHER RESOLVED, that the reduction of $170.00 be funded by the Exempt Assessment Fund. 19 Council File #07-171 is hereby amended to reflect this change. Hazold Robinson reported orders were mailed on 12-1-06 to get a licensed refuse hauler to comply by 12-5-06. On the recheck on 12-6-06, a work order was sent to drop a container for city trash pickup. The inspector received coiifirmation of service with BFI. On 12-8-06, the city pickup service was cancelled, so there was only service for four days. So, the charge is for pickup. Susan Olson Wischnack, owner, appeazed and said that she has service with BFI and has never not had rubbish removal. She has never received any mailings to her home. She saw a police vehicle near her home and then she saw two trash cans dropped off at her home. She saw City rubbish removal. She saw paper in there that said city enforced rubbish removal. The lady got short with her and told her that she never received mailings. BFI would verify that. She is particulaz about using arganic things and she does a lot of recycling. Ms. Moermond asked why they dropped off the garbage can there. Mr. Robinson responded the inspector was there on 11-29-06 and issued a summary abatement for refuse, sumixiary abatement for vehicle, and a summary abatement for a hauler. They got a letter from the homeowner on December 10, 2006, claiming they had Allied Waste, which is BFL The inspector verified that with BFI on 12-8-06. Service was stopped 12-8-06. Ma Moermond stated the container was dropped off on 12-13-06 and the information came to the City on 12-8-06. Mr. Robinson added that the inspector cancelled it on the gth Ms. Mcermond recommends the assessment be deleted.
