RESOLUTION I S
SAINT PAUL, MINNESOTA
Advocating that Saint PauPs U.S. Congressional Delegation and Minnesota's U.S. Senators support
Legislation to Reduce CO2 and other Greenhouse Emissions
WHEREAS, the world's leading climate scientists have dowmented a clear global warming vend caused by greenhouse gases
which get trapped and build up in the atmosphere near the earth's surface; and
V✓HEREAS, global warming of the magnitude now predicted by the vast majority of scientists is likely to cause serious and
costly disruption to human and natural systems throughout the world; and
WHEREAS, it is estimated that the United States, with less than five percent of the world's population is responsible for
producing approximately twenty-five percent of the world's global warming pollutants; and
WHEREAS, greenhouse gas reduction activities contribute to the achievement of many of the City's e�vironmental values,
including promoting clean and efficient energy use, commuter trip reduction efforts and other clean air initiatives; and
WHEREAS, reducing the magnitude of climate change may reduce its harmful effects on public health and safety by decreasing
the impacts of sever weather and reducing hannful emissions; and
WHEREAS, technologies to reduce greenhouse gases will also contribute to the economic vitality oFthe azea through the
development and use of clean technologies and the addition ofjobs; and
WHEREAS, Mayor Coleman and Mayors from more than 200 other cities have signed the U.S. Mayors Climate Protection
Agreement; now
THEREFORE, BE IT RESOLVED, that the Saint Paul Ciry Council wges the City's Congessional delegation to support
legislation mandating suict measures to avert climate crisis, including The Safe Climate Act of 2007 (H.R. 1590; and
THEREFORE, BE IT FINALLY RESOLVED, that the Saint Paul City Council urges Minnesota's U.S. Senators to support
such legislation, including The Global Warming Pollution Reduction Act (S309)
