Rein Development Company for a permit to install and operate.a 300 car off -street parking lot accessory to 25 proposed 12 unit apartment buildings to be constructed on property located at the southwest corner of Hamline and Wynne Avenues which is described as subject to easement over the south 60 feet and subject to Wynne Avenue and Hamline Avenue, the east 788 feet of the south 1/2 of the north 1/2 of the NW 1/4 of Section 27, Twp. 29, Range 23. The property is zoned light and heavy industry. The subject property is vacant with the major portion of it approximately 20 feet below the street grade of abbutting Wynne Avenue. Five of the proposed 25 buildings will take their frontage-off Hamline Avenue and will be constructed at the a$ proximate, established grade of Hamline Avenue, the remaining 20. buildings will front on private driveways and have a grade of approximately 20 feet below the established grade of Wynne Avenue. The subject property has a frontage of 855 feet on the south side of Wynne Avenue and 630.78 feet on the west side of Hamline Avenue, resulting in an area of approximately 476,239 square feet. To the north across Wynne Avenue are several single - family resi- dences; south and adjoining is railroad trackage; east and across Hamline Avenue is Como Park property a portion of which is developed as the site of the Park Department maintenance building; west and adjoining is vacant, indus rially zoned land. The proposal meets the required standards for density and building ground coverage. The Traffic Engineer and Planning Board staff have reviewed the parking lot plan and recommend approval. The sewer engineer, Mr. Des Lauriers, has advised this office that a satisfactory sewer and drainage system has been worked out by the applicant. Field investigation discloses that this property is level for the most part, and that there should be no problems in developing the site as proposed in terms of topography. _The Proposed Land Use Plan indicates this property to be a part of the expanded Como Park. In consideration of the above findings, the Board of Zoning recommends the granting of the permit for a 300 car off -street parking facility on the above described property in accordance with plans approved October 24, 1963.
