Sec. 2. That the first paragraph of Section 148.04 of the
St. Paul Legislative Code, which now reads as follows:
"Sale of Vehicle. If at the expiration of sixty days
after mailing or publishing the notice provided for in
Section 1 hereof, such vehicle is not redeemed by the owner
or his agent, the Commissioner of Public Safety shall proceed
to sell the same at public auction after first giving at least
twenty days notice of such sale by publication in the official
newspaper of the City of the time ad place of such sale.
Such notice shall describe the Vehicle to be sold, with
reasonable certainty, by manufacturers trade name or make,
motor number, and license number, and shall state to whom,
if any one, the records of the office of the Secretary of
State show the same to belong, and if the name of the owner
is unknown, said fact shall be stated. If the name of the
owner be known, said Commissioner of Public 'Safety shall
send him a copy of said published notice immediately after
the publication of same."

through the Purchasing Agent of this City, shall proceed
to sell the same by sealed bid or by public auction,
after first giving notice of such sale in a legal newspaper
within the City of Saint Paul, said notice to be published
not less than ten days prior to the date of such sale as
aforesaid, and said notice of sale to include therein the
time and place of such sale, stating further whether such
sale shall be by sealed bid or by public auction or both.
Records stating, with reasonable certainty, the manufacturer's
trade name, motor number, license number, ownership, if
available from the records of the Secretary of State, shall
be kept and available for public inspection at the place of
sale. Determination of whether sale shall be by sealed bid
or by public auction shall be left to the discretion of the
Purchasing Agent and the Commissioner of Public Safety, or
agents of either."
Sec. 3. This ordinance is hereby declared to be an
emergency ordinance, rendered necessary rpr the preservation of
the public peace, health and safety.
Sec. 4. This ordinance shall take - effect and be in force
from and after its passage, approval and publication.

An ordinance amending Chapter 148 of the St. Paul
Legislative Code, providing for impounding of vehicles
parked in violation of law on the streets and alleys
of the City of Saint Paul and providing for the sale
of unredeemed vehicles. This is an emergency ordinance
rendered necessary for the preservation of the public
peace, health and safety.
THE (D UNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
Section 1. That Section 148.01 of the St. Paul Legislative
Code, which now reads as follows:
"Authority to Remove. Any vehicle parked in violation
of the ordinances of the City of St. Paul or of the laws of
the .State of Minnesota is hereby declared to be a nuisance,
and the same may be summarily abated by removing such
vehicle by or under the direction or at the request of a
police officer to to Department of Public Safety Repair
Shop Of the City of 'Saint Paul by means of towing or other-
wise. Within twenty -four hours thereafter, written notice
that the vehicle has been impounded shall be sent by the
Chief of Police to the owner thereof at his last known
address, as shown by the records of the Secretary of .State;
and if the owner be unknown the Chief of Police shall, on
the business day following'the day of impounding, publish
at least once in the official newspaper, notice of the
impounding, the license number of the vehicle the motor
number thereof, - and the name and type of car.''

Within seven calendar days thereafter, notice that the
vehicle has been impounded shall be given by the Chief
of Police to the owner thereof by either mailing to the
owner thereof at his last known address, as shown by the
records of the Secretary of State, a written notice of
such impoundment, or by publication at leaf once within
seven dalendar days following the date of said impoundment
in a legal newspaper within the City of :Saint Paul of a
notice of the impounding, the license number of the vehicle,
the motor number thereof, and the name and type of automobile.
In the event the owner of said impounded vehicle be unknown,
notice shall be given by publication."
