RD OF ZONING, CITY OF SAINT PAUL *- yWfdtOibj+ -.251 -252 -237 1713 CITY HALL AND COURT HOUSE SAINT PAUL 2, MINNESOTA November 27, 1963 Mrs. Agnes O'Connell City Clerk Building Dear Madam: This is in reply to the referral of the application of DeMar Gaspaay—to establish a 10 foot building line setback for property located on the west side of Birmingham Street between Case and York Avenues and which is described as Lots 10 through 15 inclusive, Block 5, Fairchild 6 Howard's Re -arr. of Tracy's Outlots. The subject property was reclassified to a "C" residence district on October 17, 1963. On September 27, 1963, the applicant was informally granted authorization to proceed with the construction of a 2 -1/2 story boarding home that will have a capacity of 112 beds. It is proposed to locate the building, which is "U" shaped, so that the two east wings would be within 10 feet of Bir- mingham Street. The site has a frontage of approximately 215 feet along the west side of Birmingham Street and the two wings would involve 80 feet of the total frontage. Field investigation disclosed this request to be reasonable in that the normal setback would be 13 feet pursuant to setback regulations for "C" residence district; there would be no other properties affected in the same block or in the immediate surrounding area by-this change. In view of the above findings the Board of Zoning at its regular meeting of October 24, 1963 recommended approval of the 10 foot building line setback as requested on the above - described property. It is proposed to construct upon said premises a Boarding Care Home for the Aged of the approximate over -all dimensions of 80 feet by 140 feet. Under present zoning regulations, the setback required is impractical, and the purpose of this appeal is for relief from the provisions of Chapter 62, Sec- " tion and paragraph No. 62.01. This appeal is taken under Chapter 649 Section 64.03, Paragraph d of the Zoning Code. The site is vacant, and the tract is irregular in shape.
